党的群众工作的历史经验与时代价值

【摘要】：群众是党的执政基础、力量源泉。群众观点是马克思主义的基本观点。无论在新民主主义革命时期、和平建设时期,还是在改革开放时期,党都不曾放松对群众观点的实践与发展。尤其是党的十八大以来,习近平同志对进一步践行党的群众路线、密切党同人民群众的联系、巩固党的执政基础和执政地位,提出了很多富有创见性的新观点、新理论,赋予了党的群众工作新的时代内涵。在实际工作中,习近平同志更加强调群众工作的重要性,始终把人民群众放在最高位置,提出做好群众工作的标准就是要始终站在人民群众的立场上来思考问题,把人民对美好生活的向往当做党奋斗的目标,以人民群众满意为标准,去检验一切工作的成效。随着改革开放的逐步深化和社会主义市场经济建设的持续推进,社会经济成分、就业方式、利益关系和分配方式日益多样化,人民群众的利益诉求和诉求渠道发生了深刻的变化,各种价值取向和思想观念相互影响,不同利益群体之间的分化也日渐扩大,给新形势下做好党的群众工作提出了新的挑战。本文立足于总结党的群众工作的历史经验,挖掘群众工作的时代价值,以期促进新形势下党的群众工作水平的增强和党从事群众工作能力的提升。本文主要分为民主革命时期、建国以来和新时期三个较为概括性的时期,从党的群众观、群众工作的对象和群众工作的主体三个维度出发进行研究。首先,梳理了政党的社会功能与群众工作的理论关系,从促进政党建设的高度来认识党的群众工作。作者认为政党的利益表达功能是党代表最广大人民群众根本利益的理论基础;政党的影响引导功能是党依靠群众工作取得民主革命胜利并进而在执政条件下做好群众工作的基本方法和立身原则。政党的政策制定功能和社会协调功能与群众工作更是相辅相成、缺一不可。其次,分析民主革命时期党对群众工作的探索所形成的历史经验。在民主革命时期,党的首要问题就是要重视广大人民群众的切身利益,努力保障人民群众的基本利益需求,同时充分发挥党组织的优势,发挥党员的先锋模范带头作用。再次,阐述党在建国以来对群众工作的继承与发展。中国共产党无论在革命时期还是建设时期,都始终坚持马克思主义群众观,在实践活动中积极探索创新,逐渐形成并丰富了适合中国国情的群众观。建国以来,中国共产党始终把人民的利益放在首位,实现好、维护好、发展好广大人民群众的根本利益,同时加强党的建设,不仅努力解决社会和党组织的突出问题,而且党建工作日益全面化,党员素质和能力日益得到提升。第四,详述了新形势下党的群众工作面临的突出问题和挑战,对群众工作的现状与发展提出了自己的见解。最后,立足于克服当前群众工作中面临的困难,基于对之前两个时期的历史研究和理论总结,从群众观、群众工作的对象和群众工作的主体方面探讨做好群众工作的路径与措施。我们要始终秉持马克思主义群众观,基于不同历史时期丰富党的群众观。新时期,面对众多变化和严峻的形势,我们党要积极满足人民群众多样化利益的需求,将党的建设工作做到实处,使之更加全面化、科学化、系统化,充分发挥党员的能动性。做好群众工作,是党的工作的基础和重要组成部分。总结和继承党的群众工作的历史经验,挖掘群众工作的时代价值,具有现实的指导意义。
[Abstract]:The masses are the foundation of the party's ruling and the source of strength. The view of the masses is the basic point of view of Marx's doctrine. No matter during the period of the new democratic revolution, the period of peace construction and the period of reform and opening up, the party has not relaxed the practice and development of the views of the masses. Especially since the eighteen Party's major, comrade Xi Jinping has further practise the masses of the party. The line, the connection of the party with the people, the consolidation of the party's ruling foundation and the ruling position, has put forward a lot of new ideas and new theories, which have given the party's mass work a new era connotation. In practical work, comrade Xi Jinping emphasized the importance of the mass work and always put the people in the highest position. The standard of doing a good job of the masses is to always stand in the position of the people to think about the problem, to think of the people's yearning for a better life as the goal of the party's struggle, and to test the effectiveness of all work with the standards of the people's satisfaction. The economic composition, the way of employment, the relationship of interest and the way of distribution are increasingly diversified. The people's interest demands and channels have undergone profound changes. Various values and ideas affect each other, and the differentiation among different interests groups is expanding. New challenges have been put forward to the mass work of the party under the new situation. It is sufficient to sum up the historical experience of the mass work of the party and to excavate the times value of the work of the masses so as to promote the enhancement of the party's working level of the masses and the promotion of the party's ability to work in the masses. This article is divided into the period of democratic revolution, three more general periods since the founding of the people's Republic and the new period, from the mass view of the party and the mass work. First, it combs the theoretical relationship between the social function of the party and the work of the masses, and understands the party's work from the height of the party's construction. The author thinks that the function of the party's interest expression is the theoretical basis for the fundamental interests of the party's representative, the broadest people, and the political party. The influence guiding function is the basic method and principle for the party to win the democratic revolution by relying on the mass work and to do the mass work well under the ruling conditions. The political party's policy making function and social coordination function are complementary to the mass work, and the party's exploration of the mass work in the period of the democratic revolution is indispensable. In the period of democratic revolution, the primary problem of the party is to pay attention to the vital interests of the masses, to ensure the basic interests of the people, to give full play to the advantages of the party organization and to play the leading role of the party members. Again, the party's inheritance and development of the masses' work since the founding of the people's Republic of China are expounded. In the period of the revolution and construction, the Communist Party of China has always adhered to Marx's view of the masses, actively explored and innovating in practice, gradually formed and enriched the view of the masses suitable for the national conditions of China. Since the founding of the people's Republic, the Chinese Communist Party has always put the interests of the people in the first place, well realized, maintained well, and developed the broad masses of the people. The fundamental interests of the masses and the construction of the party are not only hard to solve the outstanding problems of the society and the party organization, but also the party building work is increasingly comprehensive, and the quality and ability of the party members is increasing. Fourth, the outstanding problems and challenges facing the party's mass work under the new situation are detailed, and the present situation and development of the mass work have been put forward. Finally, based on overcoming the difficulties faced by the current mass work, based on the historical research and theoretical summary of the previous two periods, the path and measures of the mass work are discussed from the view of the masses, the object of the mass work and the main body of the mass work. We must finally uphold the Marx doctrine of the masses, based on the different histories. In the new period, in the new period, in the face of many changes and severe situations, our party should actively meet the needs of the diverse interests of the people, make the party's construction work practical, make it more comprehensive, scientific, systematized, and give full play to the initiative of the party members. Doing well the mass work is the basis and important group of the party's work. It is of practical guiding significance to summarize and inherit the historical experience of the party's mass work and to excavate the value of the times of mass work.
