安国市农村基层党组织廉政管理的现状与对策研究

【摘要】：农村基层党组织是党领导农村工作的基础。随着农村事业的不断发展,各种利益关系不断调整,农村基层损害群众利益的现象时有发生,极大地破坏了党群、干群关系,影响了农村的和谐稳定和经济发展。因此,如何做好农村基层党风廉政建设是一个很重要、很现实的课题。通过研究以往的文献资料,笔者发现很多学者只是在理论层面对农村基层党风廉政建设存在的问题及对策进行分析,根据实地情况,进行实地分析的较少,缺少实地资料、案例、数据来进一步说明我国目前农村基层党风廉政建设的现状。本文以河北省安国市农村基层党组织为研究对象,通过查阅大量文献资料,采取问卷调查等方式收集当地群众的反映、诉求及建议,及实地收集整理当地政府在党风廉政建设方面做出的举措、纪委查处的农村基层违纪案例等资料,摸清安国市农村基层党组织的廉政管理现状:目前安国市实行了农村干部廉政承诺制度、农村基层党组织全面党务公开、“村官”权力清单制度、农村党组织星级化管理考核体系等一系列好的做法,并开展了农村基层党风廉政教育活动等;但是,还存在农村“三公开”制度不规范、监察机制不健全、干部管理规章不完善、财务管理制度不规范等问题。笔者基于安国市农村基层党组织廉政管理现状,将安国市查处的一些农村党员干部违纪的典型案例与国内文献中出现的农村党员干部违纪问题进行对比,深入分析原因,从关注群众热点、完善办事公开机制,围绕廉政规定、完善干部监督机制,规范资财管理、完善财务监管机制,加强民主管理、完善科学决策机制,强化组织建设、完善公平选举机制,落实惠农政策、完善民生维权机制,查处违纪案件、完善纪律监督机制,强化纪律意识、完善廉政教育机制等方面提出了改进农村基层党组织廉政管理的对策与措施。另外,从公务员责任追究制度着手,提出了一些健全完善公务员责任追究制度,充分发挥纪委、监察部门等职能部门对农村基层党组织党风廉政建设运行情况的监督执纪作用。以期将研究结果运用于实践之中,缓解安国农村基层党风廉政建设过程中出现的突出问题,维护广大人民群众的利益,优化党群、干群关系,推动安国市农村经济、政治、文化的全面发展。
[Abstract]:The rural basic level party organization is the foundation that the party leads the countryside work. With the continuous development of rural undertakings and the adjustment of various kinds of interest relations, the phenomenon of harming the interests of the masses at the grass-roots level in rural areas has occurred from time to time, which has greatly damaged the relations between the Party and the masses, cadres and the masses, and affected the harmonious and stable rural areas and economic development. Therefore, how to do a good job in the construction of rural grass-roots party style and clean government is a very important and realistic topic. Through the study of the past literature, the author finds that many scholars only analyze the problems and countermeasures of the rural grass-roots party style and clean government construction at the theoretical level, according to the actual situation, the field analysis is less, lack of field information. Case, data to further explain the current situation of rural grass-roots party style and clean government construction. This paper takes the rural grass-roots party organizations in Anguo City, Hebei Province as the research object, collects the local people's reflection, demands and suggestions by consulting a large number of documents, adopting questionnaire survey, etc. And collect and sort out the local government's measures in building a clean and honest party style, and the cases of violations of discipline at the rural grass-roots level investigated and dealt with by the discipline Inspection Commission, etc. Find out the current situation of the clean government management of the rural grassroots party organizations in Anguo City: at present, Anguo City has implemented the system of commitment to a clean government of rural cadres, the overall openness of the party affairs of the rural grass-roots party organizations, the system of "village officials" power list system, A series of good practices, such as a series of good practices such as the star-level management and assessment system of rural party organizations, and the launching of education activities on the party style and clean government at the grass-roots level in rural areas, however, there are still some irregularities in the "three open" system in rural areas, and the supervisory mechanism is not perfect. The cadre management regulation is not perfect, the financial management system is not standardized and so on. Based on the present situation of the honest administration of rural grassroots party organizations in Anguo City, the author compares some typical cases of violations of discipline of rural party members and cadres in Anguo City with the problems of violating discipline of rural party members and cadres in the domestic literature, and analyzes the reasons deeply. From paying attention to the hot spots of the masses, perfecting the mechanism of handling affairs openly, focusing on the provisions of a clean government, perfecting the supervisory mechanism of cadres, standardizing the management of assets and wealth, perfecting the mechanism of financial supervision, strengthening democratic management, perfecting the scientific decision-making mechanism, and strengthening the construction of organizations, To perfect the mechanism of fair election, to implement the policy of benefiting farmers, to perfect the mechanism of safeguarding people's livelihood, to investigate and deal with cases of violation of discipline, to perfect the mechanism of discipline supervision, and to strengthen the sense of discipline. This paper puts forward the countermeasures and measures to improve the management of clean government in rural grassroots party organizations. In addition, starting from the system of investigating the responsibility of civil servants, this paper puts forward some measures to improve the accountability system of civil servants and give full play to the supervision and discipline enforcement role of the functional departments such as discipline inspection committees and supervisory departments on the operation of the construction of party style and clean government in rural grass-roots party organizations. With a view to applying the results of the study to practice, to alleviate the outstanding problems in the process of building a clean and honest party style at the grass-roots level in Anguo, to safeguard the interests of the broad masses of the people, to optimize the relations between the party and the masses, and to promote the rural economy and politics of Anguo.
