精神“补钙”:预防和惩治腐败的治本之策

【摘要】:正一、问题提出:预防和惩治腐败的现实困境十八大以来中央持续保持反腐败的高压态势,目前"不敢腐的目标初步实现,不能腐的制度日益完善,不想腐的堤坝正在构筑"。~([1])据中纪委发布的数据显示,2016年全年共查处违反中央八项规定精神问题40827起,处理57723人,给予党纪政纪处分42466人,受处分人数占处理人数的73.6%。~([2])与2015年(2015年的上述数据分别为36911起、49508人、33966人和67.1%~([3]))相比,2016年查处问题数、受处理人数、受党纪政纪处分人数和受处分人数占比都有所上升。数据
[Abstract]:First, the question is raised: the realistic dilemma of preventing and punishing corruption has been maintained by the central authorities in a state of high pressure since the 18th National Congress of the CPC Central Committee. At present, the goal of "not daring to corrupt" has been preliminarily realized, and the system of "not to corrupt" has become increasingly perfect. According to data released by the Central discipline Inspection Commission, 40827 cases of spiritual problems in violation of the eight regulations of the Central Committee were dealt with in 2016, 57723 people were dealt with, and 42466 people were given disciplinary sanctions by the party and the government, according to the data released by the Central discipline Inspection Commission.
