官僚主义的文化根源与治理之道

【摘要】：官僚主义作为一种政治文化现象影响范围广、存续时间长、表现形式多样,目前已经成为党的作风建设的顽疾,治理难度大。治理官僚主义不仅要从政策和制度角度入手,还需要从其产生的文化根源中去寻找对策。从历史形态上来看,官僚主义文化与传统社会的价值理念、行为方式、制度规范高度契合;就其现实形态而言,官僚主义文化污染了党内政治生态。因此,要形成治理官僚主义的长效机制就必须将弘扬社会主义核心价值观进行价值引领、严明党的纪律和规矩强化行为约束、完善治理官僚主义的制度体系实施制度规范等三者结合起来,多管齐下达到治本的目的。
[Abstract]:Bureaucratism, as a political and cultural phenomenon, has a wide range of influence, long duration and various forms of expression. At present, it has become a stubborn disease of the party's work style construction, and it is difficult to govern. Bureaucratism should not only start from the angle of policy and system, but also look for countermeasures from its cultural roots. From the historical perspective, bureaucrats In terms of its realistic form, bureaucratic culture pollutes the political ecology within the party. Therefore, to form a long-term mechanism to govern bureaucratism, it is necessary to carry forward the core values of socialism to lead the value, and to strengthen the discipline and rules of the party. We should combine behavior constraints, improve the bureaucracy system and standardize the system, and achieve the goal of permanent cure through three pronged approaches.
