国家治理能力现代化视域下党的执政能力建设研究

【摘要】：党的十八届三中全会在《中共中央关于全面深化改革若干重大问题的决定》中,首次提出了“国家治理体系和国家治理能力现代化”的科学命题,并把它作为全面深化改革的总目标之一。这是执政党站在新的历史起点上,面对“两个一百年”的历史任务,在充分把握世情国情党情的基础上,对自身执政理念和执政方式的创新与升华。表明中国共产党在改革开放的新时期对国家治理规律的认识更加成熟。中国共产党是国家治理能力现代化的领导核心。党的十六届四中全会正式提出加强党的执政能力建设,并将其上升到党执政后的根本建设的高度。国家治理能力和党的执政能力同样作为“能力”的范畴,二者具有重要关系。站在国家治理能力现代化视域下,加强党的执政能力建设,对于巩固党的执政地位,实现“两个一百年”奋斗目标,实现中华民族伟大复兴中国梦具有重要意义。本文对国家治理能力现代化和党的执政能力建设的基本理论进行了阐释;对党的执政能力与国家治理能力现代化的关系进行了论述;分别从推进改革发展稳定、统筹内政外交国防、完善治党治国治军以及构建多元治理模式四个方面阐述了国家治理能力现代化对党的执政能力提出的新要求;分析改革开放以来党的执政能力建设的现状,总结党的执政能力建设取得的成就,结合世情国情党情的深刻变化,剖析了党的执政能力建设存在的主要问题;在总结党的执政能力建设的经验教训的基础上,站在国家治理能力现代化视域下,结合学界的相关学术成果,参考相关的学术文献和学术专著,阐明党的执政能力建设的目标,探索加强党的执政能力建设的对策,以期丰富新时期党的建设理论,为加强党的执政能力建设提供理论支撑。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward for the first time the scientific proposition of "Modernization of the state governance system and national governance capacity" in the "decision of the CPC Central Committee on comprehensively deepening the Reform". And regard it as one of the overall goals of deepening reform in an all-round way. This is the ruling party standing on the new historical starting point, facing the historical task of "two hundred years", on the basis of fully grasping the national conditions of the world, the ruling party innovates and sublimates its own governing idea and ruling way. This indicates that the CPC has a more mature understanding of the law of state governance in the new period of reform and opening up. The Communist Party of China is the leading core of the modernization of national governance ability. The fourth Plenary session of the 16th CPC Central Committee formally proposed to strengthen the construction of the Party's governing ability, and raised it to the height of the fundamental construction after the Party came into power. The national governance ability and the party's ruling ability are also the category of "ability", they have important relations. Standing in the view of the modernization of national governance ability, strengthening the Party's ruling ability construction is of great significance for consolidating the ruling position of the Party, realizing the goal of "two hundred years" and realizing the great rejuvenation of the Chinese nation Chinese Dream. This paper expounds the basic theory of the modernization of the national governance ability and the construction of the ruling ability of the Party, discusses the relationship between the ruling ability of the Party and the modernization of the governing ability of the country, develops and stabilizes the reform, This paper expounds the new requirements of the modernization of the national governance ability to the ruling ability of the Party, analyzes the present situation of the construction of the party's governing ability since the reform and opening up to the outside world, from the four aspects of overall coordination of internal and foreign defense, perfecting the administration of the party, administering the army and building a pluralistic governance model. This paper summarizes the achievements in the construction of the Party's governing ability, analyzes the main problems existing in the construction of the Party's governing ability, and sums up the experience and lessons of the Party's governing ability building, in the light of the profound changes of the Party's situation in the world, and analyzes the main problems existing in the construction of the Party's ruling ability. Standing in the view of the modernization of the national governance ability, combining the relevant academic achievements, referring to the relevant academic literature and academic monographs, the paper clarifies the goal of the Party's governing ability construction, and explores the countermeasures to strengthen the Party's ruling ability construction. The aim is to enrich the theory of Party building in the new period and to provide theoretical support for strengthening the Party's ruling ability.
