全面从严治党视域下高校基层党务干部队伍建设

【摘要】：建设一支高素质的基层党务干部队伍,是高校落实全面从严治党的重要组织保证。坚持全面从严治党是高校基层党务干部队伍建设的重要遵循,旗帜鲜明讲政治是高校基层党务干部队伍建设的方向要求,落实管党治党责任是高校基层党务干部队伍建设的根本目的。坚持问题导向,亟需解决高校基层党务干部队伍管党治党意识不强、结构不合理、专业化程度不高、工作保障机制不完善的问题。当前可从建立系统化的培训教育体系、实施民主化的选拔任用体系、推进主体化的责任落实体系、健全科学化的考核评价体系、完善常态化的激励保障体系五个方面加强高校基层党务干部队伍建设。
[Abstract]:Building a high-quality contingent of party cadres at the grassroots level is an important organizational guarantee for the implementation of comprehensive and strict administration of the Party in colleges and universities. Adhering to a comprehensive and strict administration of the Party is an important adherence to the building of the contingent of party cadres at the grass-roots level in colleges and universities, and a clear-cut view of politics is the direction of building the contingent of party cadres at the grass-roots level in colleges and universities. Carrying out the responsibility of managing the party is the fundamental purpose of the construction of the party cadres at the grass-roots level in colleges and universities. It is urgent to solve the problems of weak consciousness, unreasonable structure, low degree of specialization and imperfect work guarantee mechanism of the party management and administration of the grassroots party cadres in colleges and universities. At present, we can establish a systematic system of training and education, implement a democratic system of selection and appointment, advance the system of implementing the main body of responsibility, and improve the system of scientific assessment and evaluation. Improve the normal incentive and guarantee system in five aspects to strengthen the construction of grass-roots party cadres in colleges and universities.
