四平市铁东区共青团组织在社会治理中的角色与作用研究

【摘要】：党的十八大以来,全面深化改革成为经济社会发展的主旋律。中共中央十八届三中全会关于全面深化改革若干重大问题的决定形成了制度安排,擘画了全面深化改革总的宏伟蓝图。社会治理体系和社会治理能力现代化成为全社会热议的话题,这对于当前中国所有参与社会治理的主体都创造了前所未有的重大机遇,也提出了需要各方面审慎思考、认真行动才能回答的全新课题。共青团组织作为党的助手和后备军,是联系广大青年的群团组织,长期以来,为架起连接党和青年的桥梁、服务青年群众发挥了重要作用,团结了广大的青年,成为促进中国发展进步鲜明的青春力量。在面对社会治理体系的构建和青年事务的增长现实,共青团要在社会协同治理中把握好角色定位,更新治理思维,提升自身参与能力,更好发挥服务青年职能,巩固党的执政地位。本文以四平市铁东区共青团组织作为开展研究的对象,对个案进行“解剖麻雀”,以深入分析共青团组织在参与地方治理中的定位和作用。首先,本文对社会治理相关理论进行了梳理,并对我国社会治理体系的现状进行了分析。在此基础上,结合共青团组织作为中国特色社会主义的群团组织的性质,提出共青团组织在社会治理体系中作为社会协同的一个主体的定位。随后,从宏观视野切入微观领域,以四平市铁东区共青团组织的自身特点和参与治理的实践入手,对其在地方社会治理中的现状进行了全面分析,并找出了所面临的问题。针对这些问题,本文认为应当以群团改革大背景为机遇,增强共青团组织改革创新的紧迫感,以强化服务青年的供给侧结构性改革为突破口补足自身短板、去除“过剩产能”、提升服务品质,在开放共建的机制中实现自身转型升级。
[Abstract]:Since the 18th Party Congress, the overall deepening of reform has become the main theme of economic and social development. The decision of the third Plenary session of the 18th Central Committee of the CPC Central Committee on a number of major issues of comprehensive deepening reform formed institutional arrangements and drew a grand blueprint for comprehensively deepening reform. The modernization of the social governance system and the ability of social governance has become a hot topic in the whole society. This has created unprecedented opportunities for all the main bodies participating in social governance in China, and has also put forward the need for all aspects to think carefully. An entirely new subject that can be answered only by serious action. As an assistant to the Party and a reserve army, the Communist Youth League is a group organization that links the broad masses of young people. For a long time, it has played an important role in building a bridge between the Party and the youth, serving the young people and uniting the broad masses of young people. To become a youth force to promote the development and progress of China. In the face of the construction of social governance system and the increasing reality of youth affairs, the Communist Youth League should grasp the role orientation, renew its governance thinking, enhance its ability to participate and better play its function of serving young people. Consolidate the ruling position of the Party. Taking the Communist Youth League in Tiedong District of Siping City as the object of study, this paper makes a "caesarean section" on the case to analyze the position and role of the Youth League organization in participating in local governance. Firstly, this paper combs the relevant theories of social governance, and analyzes the present situation of social governance system in China. On this basis, combined with the nature of the Communist Youth League as a group organization of socialism with Chinese characteristics, this paper puts forward the orientation of the Communist Youth League as a subject of social coordination in the social governance system. Then, starting with the characteristics of the Communist Youth League organization in Tiedong District of Siping City and the practice of participating in governance, this paper comprehensively analyzes its present situation in local social governance and finds out the problems it faces. In view of these problems, this paper holds that we should take the background of the reform of the Communist Youth League as an opportunity, strengthen the sense of urgency in the reform and innovation of the Communist Youth League, take the strengthening of the supply-side structural reform serving young people as the breakthrough point to make up for the shortcomings of our own, and remove "excess capacity". Improve service quality, and realize their own transformation and upgrading in the mechanism of opening and building together.
