【摘要】：党的十八大以来,党中央要求全面反腐,反腐工作要标本兼治,但更要重视治本。治本即制度反腐,是当前反腐工作的一大特点,反腐的重点就是要加强制度建设。为进一步推动对于制度反腐问题的深入研究,有必要对已有的研究现状包括制度反腐的内涵、特征、存在问题、解决对策等进行系统的分析和梳理,从中得到借鉴并作为基底开展深刻挖掘。本论文选题关注制度反腐,可以说是对当前我国反腐倡廉工作现状的反思,继承和发展了马克思主义反腐败理论,助力于有效约束权力和加强顶层设计,有利于提高党的执政能力和领导水平,同时对我国现阶段的反腐总体规划也有着深刻的理论与现实意义。本论文在借鉴国内外学者有关制度反腐的研究成果的基础上,以马克思主义反腐败理论即马克思恩格斯、列宁制度反腐思想为理论指导,依据我国目前存在的腐败现象,从党的建设、纪检队伍建设、巡视制度建设、国家监察体制改革、基层组织建设等五个方面剖析了十八大以来制度反腐的实践探索及其存在的问题,进而尝试性地提出了规范法律制度设计、加快廉政制度建设和职能转变、完善权力监督机制、健全廉政文化制度、借鉴国际优良制度资源等全面改革清除腐败土壤的策略。希冀在未来我国反腐工作的长期进程中,不断完善和健全廉政制度反腐体系,强化各组成部分深层联动、相互配合,发挥出应有的反腐合力,为实现我国"两个一百年"伟大奋斗目标奠定坚实的政治基础和制度基础。
[Abstract]:Since the 18th National Congress of the Party, the Party Central Committee has called for comprehensive anti-corruption, anti-corruption work to both sides, but pay more attention to the root causes. It is a major feature of current anti-corruption work to deal with the problem of institutional corruption, and the emphasis of anti-corruption is to strengthen the construction of the system. In order to further promote the in-depth study of institutional anti-corruption, it is necessary to systematically analyze and comb the existing research status, including the connotation, characteristics, existing problems, solutions and so on. From which to learn and as the foundation to carry out a deep excavation. This thesis focuses on institutional anti-corruption, which can be said to reflect on the current situation of anti-corruption work in China, to inherit and develop Marxist anti-corruption theory, to help effectively restrain power and strengthen top-level design. It is beneficial to improve the ruling ability and leadership level of the Party, and also has profound theoretical and practical significance to the overall plan of anti-corruption in our country at the present stage. Based on the research achievements of domestic and foreign scholars on institutional anti-corruption, this paper is guided by Marxist anti-corruption theory, namely Marx and Engels, Lenin's institutional anti-corruption theory, according to the existing corruption phenomenon in China. From the five aspects of party building, discipline inspection team building, inspection system construction, state supervision system reform, and grass-roots organization construction, this paper analyzes the practical exploration and existing problems of system anti-corruption since the 18th National Congress. Furthermore, the author tries to put forward the strategies of standardizing the design of legal system, speeding up the construction and function transformation of clean government system, perfecting the mechanism of power supervision, perfecting the cultural system of clean administration, and drawing lessons from the international excellent institutional resources, and so on, to comprehensively reform and clear the soil of corruption. It is hoped that in the long-term process of anti-corruption work in our country, we will constantly improve and improve the anti-corruption system of the clean government system, strengthen the deep interaction and cooperation among the various components, and bring into play the resultant anti-corruption forces that should be brought into play. It will lay a solid political and institutional foundation for the realization of the great goals of "two hundred years".
