农村基层党组织腐败问题及治理路径研究

【摘要】：爱党忧党兴党护党必须全面从严治党!当前,我国正处于全面建成小康社会的关键阶段,中国特色社会主义建设事业伟大而艰巨。农村基层党组织处于农村工作的最前沿,肩负着带领广大农民群众实现全面建成小康社会的伟大使命,是落实党在农村工作任务的战斗堡垒。农村基层党员干部是建设社会主义新农村的领路人,是贯彻执行党在农村各项路线方针政策的基本力量。他们工作的好坏,直接影响党在农村各项路线方针政策的落实。当前情况来看,农村基层党组织建设有条不紊地推进,为新农村建设提供了制度保障、组织保障;农村基层党员干部总体情况良好,他们在为社会主义新农村建设兢兢业业地工作,取得了一系列重大的工作成果,但是也出现了一些腐败问题,个别地方甚至非常严重。“小康不小康关键看老乡”,风清气正是全面建成小康社会的必要条件,农村基层腐败不仅严重侵蚀农村经济发展和改革成果,阻碍农村基层民主政治建设的步伐,甚至影响国家与社会的和谐稳定。所以加强对农村基层党组织腐败问题的治理是非常必要的。对当前我国农村基层党组织腐败问题及治理路径的研究,即有利于党建理论的丰富,也有利于农村经济社会健康发展。本文主体分为四部分:第一部分:论述我国当前农村基层党组织腐败问题的现状。介绍了当前我国农村基层党组织腐败问题治理取得的成就,分析了农村基层党组织腐败问题的主要表现及主要特征。第二部分:阐述当前我国农村基层党组织腐败问题造成的危害,包括侵犯农民群众合法权益、破坏党的执政基础、阻碍农村经济社会发展、败坏社会风气等。第三部分:由于我国部分农村基层党员干部自身因素,再加上现行管理制度的不完善之处等原因,造成了当前我国农村基层腐败问题滋生蔓延。第四部分:农村基层党组织腐败问题治理对我国全面建成小康社会具有重大意义,在对已有的研究成果和我国农村基层党组织腐败问题原因分析的基础之上,从区县、乡镇、村级层面及整个社会入手,得出当前我国农村基层党组织推进腐败问题治理的具体路径,发挥农村基层党组织战斗堡垒作用,提升我国农村基层社会现代化治理能力。
[Abstract]:Loving the Party, worrying about the Party, developing the Party and defending the Party must comprehensively and strictly govern the Party! At present, our country is in the key stage of building a well-off society in an all-round way, and the construction of socialism with Chinese characteristics is great and arduous. Rural grassroots Party organizations are in the forefront of rural work, shouldering the great mission of leading the broad masses of peasants to build a well-off society in an all-round way, and being a fighting fortress in carrying out the task of the Party's work in rural areas. The rural grassroots Party members and cadres are the leaders of the construction of the new socialist countryside and the basic force of carrying out the Party's various lines, principles and policies in the countryside. The quality of their work directly affects the implementation of the Party's various lines, principles and policies in rural areas. According to the current situation, the construction of party organizations at the rural grass-roots level has been advanced methodically, which has provided institutional and organizational guarantees for the construction of the new countryside; the general situation of party members and cadres at the grass-roots level in rural areas is in good condition. They have made a series of important achievements in the construction of the new socialist countryside, but there are also some corruption problems, which are even very serious in some places. "the key to a well-off society is to see fellow townsfolk". Wind and clear air is the necessary condition for building a well-off society in an all-round way. Corruption at the rural grass-roots level not only seriously erodes the achievements of rural economic development and reform, but also hinders the pace of democratic political construction at the grass-roots level in rural areas. Even affect the harmony and stability of the country and society. Therefore, it is very necessary to strengthen the management of the corruption problem of the rural grass-roots party organizations. The study on the corruption of rural grass-roots party organizations and the ways of governance is beneficial to the enrichment of the theory of party building and to the healthy development of rural economy and society. The main body of this paper is divided into four parts: the first part discusses the current situation of the corruption of the rural grassroots party organizations. This paper introduces the achievements of the governance of the corruption problem of the rural grass-roots party organizations in China, and analyzes the main manifestations and main characteristics of the corruption problems in the rural grass-roots Party organizations. The second part: expound the harm caused by the corruption of the rural grass-roots party organization, including infringing on the legitimate rights and interests of the peasants, destroying the ruling foundation of the party, hindering the development of the rural economy and society, damaging the social atmosphere and so on. The third part: due to some of the rural grassroots Party members and cadres own factors, coupled with the existing management system is not perfect and other reasons, resulting in the current rural grassroots corruption problem breeding and spreading. The fourth part: the governance of the corruption of rural grass-roots party organizations is of great significance for our country to build a well-off society in an all-round way. Based on the analysis of the existing research results and the causes of corruption in rural grass-roots party organizations, the paper analyzes the causes of corruption in rural grassroots Party organizations from the perspective of districts, counties, towns and townships. Starting with the village level and the whole society, this paper draws the concrete path for the rural grass-roots party organizations to promote the governance of corruption, to give play to the role of the rural grass-roots party organizations as a fighting bastion, and to enhance the ability of our country's rural grass-roots social modernization governance.
