利益视角下社区党组织服务社区经济问题研究

【摘要】：社区经济作为社会主义市场经济的重要组成部分,在建设和谐社会的进程中发挥着重要作用。在社会主义市场经济条件下,利益要素在社区党组织服务社区经济的过程中凸显出来。社区居民、社区组织、政府组织、社区党组织是社区党组织服务社区经济中的主要利益相关者。当前,社区利益相关者之间的利益关系与利益矛盾呈现复杂化趋势,这给社区党组织服务社区经济带来挑战与机遇。社区党组织服务社区经济主要存在整合难度增强、个人利益泛化对社区党组织服务社区经济的价值观念产生负面影响、社区党组织的覆盖面不足等问题。出现这些问题的原因是多元的,基于利益视角则主要在于社区党组织服务社区经济中利益格局出现新的调整、利益相关者思想观念多元化、社区党组织体系不畅妨碍利益表达等原因。完善社区党组织服务社区经济的对策,须从以下几个方面着手:一是引导利益协调机制对社区党组织服务社区经济的激励作用。理顺社区党组织服务社区经济中利益相关者的利益关系,保障社区党组织服务社区经济中利益相关者的利益需求,规范社区党组织服务社区经济中利益相关者的利益行为。二是提升社区党组织服务社区经济中利益相关者的公共利益认知。强化利益相关者“共赢”的公共利益观念,加强其公共协商意识并规范其公共利益认知途径。三是构建社区党组织服务社区经济的网格体系。搭建社区党组织服务社区经济的信息平台,健全社区党组织服务社区经济的组织结构,完善社区党组织服务社区经济网格运行机制。
[Abstract]:As an important part of socialist market economy, community economy plays an important role in the process of building a harmonious society. Under the condition of socialist market economy, interest factors are highlighted in the process of community party organization serving community economy. Community residents, community organizations, government organizations, community party organizations are the main stakeholders of community organizations serving the community economy. At present, the interests of the community stakeholders and the interests of contradictions show a complicated trend, which brings challenges and opportunities for community party organizations to serve the community economy. The community party organization serves the community economy to have the integration difficulty enhancement, the personal interest generalization to the community party organization serves the community economy the value idea to have the negative influence, the community party organization coverage is insufficient and so on. The reasons for these problems are diverse, based on the interests perspective mainly lies in the community party organizations serving the community economy in the interests of the pattern of new adjustments, stakeholder ideas diversity, Community party organization system obstructs interest expression and other reasons. To perfect the countermeasures of community party organization serving community economy, we must start from the following aspects: first, we should guide the benefit coordination mechanism to encourage the community party organization to serve the community economy. Straighten out the interest relationship of the community party organization serving the community economy, guarantee the interest demand of the community party organization serving the community economy, standardize the interest behavior of the community party organization serving the community economy. The second is to enhance the public interest cognition of the community party organization serving the stakeholders in the community economy. Strengthen the public interest idea of the stakeholders, strengthen their public consultation consciousness and standardize their cognitive ways of public interest. Third, construct the grid system of community party organization serving community economy. Setting up the information platform of community party organization serving community economy, perfecting the organization structure of community party organization serving community economy, perfecting the operation mechanism of community party organization serving community economy grid.
