【摘要】：先进文化是政党的精神旗帜和内在灵魂,每个成熟的政党都有其特有的文化形态和文化个性。所谓政党文化是指政党为实现政党奋斗目标在内部所提倡的思想、制度、行为等规范及在实践过程中形成的稳定的观念化的信仰、理想、态度、情感的综合,是由文化规范和文化观念共同构成的。中国共产党政党文化是根据党的指导思想、宗旨理念而在党内所提倡的科学的文化规范和文化观念,反映了大多数党员的价值取向,主要包括政党思想文化、政党制度文化、政党行为文化和政党心理文化四个方面。加强中国共产党政党文化建设是新时期全面提高党建科学化水平的新课题,是以文化建设的独特视角提升党的执政能力水平的新思路新战略。中国共产党政党文化建设从根本上说就是坚持社会主义先进文化方向,以马克思列宁主义、毛泽东思想和中国特色社会主义理论体系为指导,各级党组织、全体党员以及广大人民群众广泛参与的,根据世情、国情、党情的时代发展需求,对党的理想信仰、理论观点、价值取向、制度理念、行为方式、心理情感等的建设进行的变革和完善的活动,是独立于主体之外而又要求和吸引主体遵循的一种文化规范和文化观念建设。自中国共产党成立伊始,政党文化建设活动便伴随着党的建设逐步发展完善,先后经历了新民主主义革命时期的初步探索,社会主义革命和建设时期的曲折发展以及改革开放和现代化建设新时期的积极实践三个重要的发展阶段。经过长期的发展建设,当前中国共产党政党文化建设取得了重要成果,但建设过程中依然存在着一些亟待解决的问题,对中国共产党政党文化的先进性、纯洁性以及社会整合功能的发挥产生了消极影响。分析产生这些问题的原因,与当前我们开展政党文化建设活动不完善有着直接关系,主要包括:建设目标不明确、建设主体能动性发挥不足、建设方式与载体追求形式主义、缺乏法制保障、受外部环境影响以及理论支撑不足等。新时期,中国共产党政党文化建设正面临着新的时代挑战与机遇,加快政党文化建设的任务变得更为迫切和必要。从世情上而言,文化全球化为中国共产党政党文化建设提出了新的挑战;从国情上来看,社会转型带来的经济、政治、文化以及社会结构的变化对新时期中国共产党政党文化建设产生了双重影响;从党情上来看,党内环境发生的深刻变化以及全面提高党建科学化水平的新要求,都为政党文化建设活动带来了严峻挑战。针对中国共产党政党文化建设的现状以及面临的时代背景,我们应积极探索应对策略,提升政党文化建设水平,以先进的政党文化引领民族文化的发展,进而带动整个社会的全面进步,使党始终成为推动历史进步和社会发展的先进领导者和实践者。中国共产党当代政党文化建设的对策主要包括:明确政党文化建设目标定位,重视政党文化建设实践主体,完善政党文化建设内容体系,拓宽政党文化建设实践载体,健全政党文化建设保障等多种路径,努力推动中国共产党先进政党文化的建设发展。
[Abstract]:Advanced culture is the spiritual flag and inner soul of a political party. Each mature party has its own unique cultural form and cultural personality. The so-called party culture refers to the ideological, institutional and behavioral norms advocated by the party in order to achieve the goal of the party's struggle, as well as a stable concept of belief, ideals and attitudes formed in the process of practice. The integration of emotion is made up of cultural norms and cultural concepts. The party culture of the Communist Party of China is a scientific cultural norm and cultural concept advocated in the party according to the guiding ideology of the party and the purpose of the party. It reflects the value orientation of most party members, mainly including political party ideology and culture, party system culture and party behavior. Strengthening the party culture construction of the Communist Party of China is a new task to improve the scientific level of Party building in the new period, and a new thinking and new strategy to improve the party's ability to govern the party's ruling ability in a unique perspective of cultural construction. The party culture construction of the Communist Party of China is essentially to adhere to the advanced socialism. In the direction of culture, guided by Marx and Lenin, Mao Zedong thought and the theory of socialism with Chinese characteristics, Party organizations at all levels, all Party members and the broad masses of the people are widely involved. According to the world situation, national conditions and the needs of the development of the party, the ideal belief, theory view, value orientation, system concept, behavior mode and psychology of the party are made. The construction of emotion and so on is a kind of cultural norms and cultural concept construction which is independent of the main body but the requirement and the subject of attraction. From the beginning of the founding of the Communist Party of China, the party culture construction activities have been accompanied by the gradual development and perfection of the party's construction, and have experienced the beginning of the new democratic revolution. Step exploration, the tortuous development of the socialist revolution and construction period, the three important stages of active practice in the new period of reform and opening up and the new period of modernization. After a long period of development and construction, the party culture construction of the Communist Party of China has made important achievements, but there are still some urgent problems to be solved in the course of the construction. The party culture of the Communist Party of China has a negative impact on the advanced nature, purity and function of social integration. The analysis of the reasons for these problems has a direct relationship with the imperfect activities of the party culture construction, which mainly includes: the construction objectives are not clear, the construction subject activity is insufficient, the construction mode and the load are carried out. In the new period, the party culture construction of the Communist Party of China is facing new challenges and opportunities, and the task of speeding up the construction of political party culture is becoming more urgent and necessary. In terms of national conditions, the economic, political, cultural and social changes brought about by the social transformation have double influence on the party culture construction of the Communist Party of China in the new period. From the point of view of the party, the profound changes in the inner party environment and the new requirements for improving the scientific level of the party building are all political parties. The cultural construction activities have brought serious challenges. In view of the present situation of the party culture construction of the Communist Party of China and the background of the times, we should actively explore the coping strategies, improve the level of the party culture construction, lead the development of the national culture with the advanced party culture, and further promote the overall progress of the whole society, so that the party has always been promoted. The advanced leaders and practitioners of the historical progress and social development. The Countermeasures of the party culture construction of the Communist Party of China include: clear the target orientation of the party culture construction, attach importance to the party culture construction practice subject, perfect the political party culture construction content system, widen the political party's cultural construction practice carrier, and improve the guarantee of the party culture construction.
