领导干部选任初始提名责任制分析

【摘要】：领导干部选任初始提名先于民主推荐进行,直接关系后续程序进展,是人事制度改革的关键环节。随着党中央初始提名认识深化和提名制度改革意见的提出,各地进行了广泛的初始提名责任制建设,但在具体实施过程中存在着初始提名主客体模糊、提名程序混乱、提名责任缺失等问题。根据中央战略部署,在借鉴中国古代和西方资本主义国家相关政治实践经验基础上,应进一步构建初始提名责任制,实施提名主体明晰化、提名客体标准化、提名程序规范化、提名责任完善化,以促进政治生态良性发展。
[Abstract]:The initial nomination of leading cadres prior to democratic recommendation is directly related to the progress of follow-up procedures and is the key link of personnel system reform. With the deepening of the Party Central Committee's understanding of the initial nomination and the proposal of the reform of the nomination system, extensive initial nomination responsibility system construction has been carried out in various localities. However, in the concrete implementation process, the initial nomination subject and object are vague, and the nomination procedures are confused. Lack of responsibility for nomination and other issues. According to the strategic arrangement of the central government, on the basis of drawing lessons from the relevant political practice experience of ancient China and western capitalist countries, the initial nomination responsibility system should be further constructed, the nominating subject should be clarified, the nomination object should be standardized, and the nomination procedure should be standardized. The nominating responsibility is perfect to promote the benign development of political ecology.
