中国语境下反腐的“关系控制”逻辑

【摘要】：关系控制是指关系网络本身所包含的利益属性能够对其中所涉的某个行为主体施加强制性的约束作用,它是关系之反制功能的体现。中国语境下反腐的"关系控制"逻辑是以关系破裂为基本前提,用道德、情感、规则三大话语体系对既定关系情景进行重构。在此过程中,关系主体借助网络平台和新闻媒体所形成的社会舆论对官方组织构成了一种"软控制",而后者对腐败分子的干预及惩罚是一种"硬控制",两种前后相继的控制手段相结合,最终促使诸多外力插入原本封闭的关系圈当中,从而实现反制的目的。要促使社会主体发挥积极作用、避免消极效应,需要在考虑历史和现实各项因素之影响的基础上,将其纳入法制化轨道。
[Abstract]:Relationship control means that the interest attribute contained in the relationship network can impose mandatory constraint on one of the actors involved, and it is the embodiment of the counterproductive function of the relationship. The logic of "relationship control" of anti-corruption in Chinese context is based on the basic premise of relationship rupture and the reconstruction of the established relational situation with the three discourse systems of morality, emotion and rule. In the process, The relationship subject forms a kind of "soft control" to the official organization with the help of the public opinion formed by the network platform and the news media, while the latter's intervention and punishment to the corrupt elements is a kind of "hard control", and the two successive means of control are combined. Finally, many external forces are inserted into the originally closed relationship circle, so as to achieve the purpose of counteraction. In order to promote social subjects to play an active role and avoid negative effects, it is necessary to bring them into the legal orbit on the basis of considering the influence of historical and realistic factors.
