干部潜性激励机制的负面效应及化解思路

【摘要】:正激励可分为制度化激励和非制度化激励两部分。正式的制度化激励主要依靠规范的法制规则、行政规章和组织程序,进而形成对组织个体行为的有效外部引导机制,其设计的基础则为组织中所存在或发生的一般情形,而这就必然同时隐含一个弊端,即正式制度激励的灵活性欠缺,其无法随着外界环境的变化、情景的变迁适时

Formal institutionalized incentives mainly rely on normative legal rules, administrative regulations and organizational procedures, and then form an effective external guidance mechanism for the individual behavior of the organization.
