【摘要】:正在如今公开透明的公务员招录背景下,一些家庭条件欠佳、成长经历单一以及从政资源匮乏的大学毕业生有机会进入政府部门工作,这一群体往往被社会大众视为"草根公务员"。而后随着工作经历日益丰富、工作经验不断积累,这一群体中的一些人又极有可能获得提拔,进而成长为社会大众眼中的"草根干部"。对"草根干部"既要以正向激励鼓励其保持行为优势,又要用恰当的负向激励杜绝其心理劣势的产生。一、"草根干部"现状:基数大且
[Abstract]:In the context of today's open and transparent recruitment of civil servants, some college graduates with poor family conditions, single upbringing and lack of political resources have the opportunity to work in the government sector. This group is often regarded by the public as a "grassroots civil servant." Then, with the increasingly rich and accumulated working experience, some people in this group are very likely to be promoted and become "grassroots cadres" in the eyes of the public.
