党风廉政建设主体责任论

【摘要】：党委在党风廉政建设中所负的主体责任,主要是政治责任和领导责任;确保党委主体责任的落实,需要正确认识主体责任的内涵,明确党委主体责任与纪委监督责任的关系,并认识到普通党员和人民群众参与的重要性;落实党委的主体责任,主要应该通过制度建设,合理划分职责权限,提高纪委的相对独立性,充分调动普通党员和群众的参与积极性,并科学设计问责机制。
[Abstract]:The principal responsibility of the party committee in the construction of a clean and honest party style is mainly the political responsibility and the leading responsibility; to ensure the implementation of the party committee's principal responsibility, it is necessary to correctly understand the connotation of the main body responsibility and to clarify the relationship between the party committee's principal responsibility and the discipline inspection committee's supervisory responsibility. Recognizing the importance of the participation of ordinary party members and the masses of the people, and implementing the principal responsibility of party committees, we should, through system building, rationally divide the scope of duties and powers, and improve the relative independence of the discipline Inspection Commission, Fully mobilize the participation of ordinary party members and the masses, and scientifically design accountability mechanisms.
