中国腐败治理体系现代化的时代诉求与实践逻辑

【摘要】：治理腐败是一项极其复杂的社会系统工程,人们尽管常用"工程"一词来称谓它,但很少从社会工程理论和思维的视角去研究腐败发生的内在机理和综合防治的可能路径。科学和有效地防治腐败,不仅需要对权力腐败的发生原因、防治对策、治理主体等进行整体分析和协同建构,而且需要运用社会工程理论和思维对反腐倡廉法律制度的制度要素、实践机制、配套设施进行总体设计和系统优化。为此,提出通过意义建构以明确反腐倡廉的问题指向和价值定位,通过关系建构以实现腐败治理要素的系统优化和协同整合,通过符号建构以促进社会主义廉洁价值的观念再造和行为自觉,通过状态建构以推进反腐常态化与政治生态的协同优化,在"大社会"层面将廉洁价值、制度体系、廉洁意识、廉政生态等有机统一于坚持党的领导、人民当家作主与依法治国相统一的治国理政逻辑,具体融入制度反腐、过程防腐与文化倡廉的协同治理实践中,从整体性上推进中国腐败治理体系的现代化。
[Abstract]:Controlling corruption is an extremely complex social system engineering. Although people often use the term "engineering" to call it, they seldom study the internal mechanism of corruption and the possible path of comprehensive prevention from the perspective of social engineering theory and thinking. In order to prevent and control corruption scientifically and effectively, it is necessary not only to analyze the causes of power corruption, but also to analyze and construct the main body of governance. Moreover, it is necessary to use the theory and thinking of social engineering to design and optimize the system elements, practical mechanisms and supporting facilities of the legal system against corruption and promoting honesty. Therefore, it is proposed that the problem direction and value orientation of combating corruption and advocating honesty should be clearly defined through meaning construction, and the systematic optimization and cooperative integration of corruption governance elements can be realized through relationship construction. Through symbolic construction to promote the concept of socialist honest value and behavior consciousness, through state construction to promote anti-corruption normalization and political ecological coordination optimization, in the "big society" level will be clean value, system, clean consciousness, The ecology of a clean government is organically integrated with the unity of the Party's leadership, the unity of the people as the master of the country and the rule of law, and the integration of the logic of governing the country with the rule of law, and the concrete integration of the system against corruption, the process of anticorrosion and the coordinated practice of cultural and honest governance. To promote the modernization of China's corruption management system from a holistic point of view.
