新中国成立初期中国政党协商问题研究

【摘要】：中国政党协商是富有中国特色的多党合作协商形式,它是社会主义协商民主的重要内涵之一,是中国共产党追求政治民主化的伟大创举。2016年,习近平总书记在与民主党派的共迎新春活动中,特别强调了要用好政党协商这个民主形式。近年来,协商民主成为学术界的研究热点,并取得了一些阶段性的成果。政党协商作为协商民主组成部分之一,也成为学术界关注的重点。但目前,从历史角度的研究还比较薄弱。中国政党协商在中国已有六十多年的历史,特别是新中国成立初期,不仅是中共科学执政的起点,也是政党协商顺利发展的开篇。在此背景下,本文运用文献研究法和历史分析法,研究新中国成立初期前七年(1949-1956年底)的中国政党协商发展具有重要的理论意义和实践意义。本文对新中国成立初期的中国政党协商进行了多角度的探讨。首先,回顾了新中国成立初期促成中国政党协商发展的历史背景与内外部条件。通过对史实的分析,阐述了在“三三制”民主政权和协商建国的历史背景下,以及中国共产党重视统一战线、民主党派较高的个人素质和自身的参政能力、国内政治制度作保障等内部条件以及苏联的外部影响,共同促成了政党协商的顺利发展的基础。其次,对新中国成立初期中国政党协商发展概况进行了详细叙述。从协商形式、协商内容、协商发展顺利的原因、协商的特征以及协商中呈现的问题等方面,描述了当时中国政党协商的发展概况。最后,总结了当时中国政党协商的发展经验,思考了其对当下的启示。执政党高度的重视与信任、民主党派自身的转变和发展以及中共和民主党派密切的沟通与联系,是本文对新中国初期前七年中国政党协商发展经验的总结。借鉴历史经验,结合当下推进国家治理能力现代化的新形势,提出了中国共产党应不断增强协商意识,对民主党派进行正确的定位,加强对民主党派干部的任用和选拔;民主党派更要在中国共产党的领导下积极加强思想、组织和制度建设,以提升民主意识和参政意识,提高自身参政议政的能力;最后要不断完善政党协商制度,共同推进政党协商制度的完善。
[Abstract]:Party consultation in China is a form of multi-party cooperation and consultation with Chinese characteristics. It is one of the important connotations of socialist deliberative democracy and a great pioneering undertaking of the Communist Party of China in its pursuit of political democratization. General Secretary Xi Jinping especially stressed the need to make good use of the democratic form of party consultation in the New year celebrations with the democratic parties. In recent years, deliberative democracy has become a hot topic in academic circles, and has made some achievements. As one of the components of deliberative democracy, party consultation has also become the focus of academic attention. But at present, the research from the historical angle is still relatively weak. Chinese political party consultation has been in China for more than 60 years, especially in the early days of the founding of New China. It is not only the starting point of the scientific ruling of the Communist Party of China, but also the beginning of the smooth development of political party consultation. Under this background, it is of great theoretical and practical significance to study the development of Chinese political party consultation in the first seven years (1949-1956) in the first seven years of the founding of New China by using the method of literature research and historical analysis. This paper probes into the consultation of Chinese political parties in the early stage of the founding of New China from various angles. First of all, it reviews the historical background and internal and external conditions for the development of Chinese political parties in the early days of the founding of New China. Based on the analysis of the historical facts, this paper expounds the historical background of the democratic regime of "three systems" and the establishment of the people's Republic of China through consultation, as well as the importance attached by the Communist Party of China to the United front, the relatively high personal quality of the democratic parties and their own ability to participate in politics. The internal conditions such as the guarantee of domestic political system and the external influence of the Soviet Union contributed to the smooth development of the party consultation. Secondly, a detailed description of the development of Chinese political party consultation in the early stage of the founding of New China is given. This paper describes the general situation of the negotiation of Chinese political parties at that time from the following aspects: the form of negotiation, the content of negotiation, the reasons for the smooth development of negotiation, the characteristics of negotiation and the problems presented in the negotiation. Finally, the author summarizes the development experience of Chinese political party consultation at that time, and thinks about its enlightenment to the present. The high attention and trust of the ruling party, the transformation and development of the democratic parties themselves and the close communication and contact between the Communist Party of China and the democratic parties are the summary of the experience of the first seven years of consultation and development of the Chinese political parties in the early years of New China. Referring to the historical experience and combining with the new situation of promoting the modernization of the national governance ability, the Communist Party of China should constantly strengthen the consciousness of consultation, correctly orientate the democratic parties, and strengthen the appointment and selection of cadres of the democratic parties. Under the leadership of the Communist Party of China, the democratic parties should actively strengthen their ideological, organizational and institutional construction in order to enhance their democratic and political awareness and their ability to participate in political affairs. Finally, they should constantly improve the political party consultation system. We will jointly promote the improvement of the political party consultation system.
