中国党政干部晋升的政绩型体制

【摘要】：本文在1978年以来河南省中县干部晋升实践的基础上,提出了中国党政干部晋升的政绩型体制。这种体制以政绩作为干部晋升的基础性依据,以政绩论英雄,凭政绩用干部,通过目标任务层层分解的政绩考核体系,把各级干部引入到晋升锦标赛中,从而把干部的晋升与地方的发展紧紧缠绕在一起。政绩型体制从干部的角度为中国改革开放30年来的高速发展提供了政治经济学的解释。
[Abstract]:On the basis of the promotion practice of cadres in Central County of Henan Province since 1978, this paper puts forward the system of achievements in the promotion of party and government cadres in China. This system takes achievements as the basic basis for the promotion of cadres, discusses heroes by their achievements, uses cadres by virtue of their achievements, and introduces cadres at all levels into the promotion championships through the system of assessment of political achievements, which is divided into layers of objectives and tasks, Thus, the promotion of cadres and the development of local tightly intertwined. The system of political achievements provides the explanation of political economy for the rapid development of China's reform and opening up in the past 30 years from the angle of cadres.
