包头稀土高新区党政机关年轻干部培养问题及对策研究

【摘要】:中国共产党历来高度重视年轻干部培养工作,尤其是党的十一届三中全会以后,起用了大批优秀年轻干部,为坚定不移贯彻执行党的路线方针政策和顺利推进中国特色社会主义事业做出了重大贡献。在现今改革开放、发展市场经济和长期执政的历史条件下,培养年轻干部是应对日益激烈的国际竞争,推动科学发展,促进社会和谐的必然要求,是加强党的建设,确保党的事业后继有人、兴旺发达的一项战略任务,是加强领导班子和干部队伍建设的现实需要,也是一个地区加快经济发展,实现富民奔小康的重要保障。包头稀土高新区是内蒙古自治区唯一的国家级高新区,多年来为包头市乃至内蒙古地区高新技术产业的快速蓬勃发展做出了巨大贡献。近年来,为保持地区经济可持续发展,稀土高新区在包头市委的指导下,对原有机关、所属事业机构职能进行了多次整合,一批四十岁以下的年轻干部逐步走上领导岗位发挥作用。这批年轻干部有知识、有热情,有一番雄心壮志,但参加工作最长时间也没超过二十年,而近二十年是包头稀土高新区快速发展的二十年,年轻干部成长过程中几乎没遇到过比较复杂的社会环境和比较严峻的政治考验。年轻干部普遍缺少党性实践锻炼、缺少艰苦环境的锻炼,缺少处理复杂问题的经验。与此同时,稀土高新区在年轻干部培养上也暴露出一些问题,针对这些问题提出有效地改进对策刻不容缓。本文借助学习国内外在该选题方面的研究,对党政机关、年轻干部、干部培养等概念进行了厘定,阐述了党政机关年轻干部培养的目的、意义和相关理论,总结了包头稀土高新区党政机关年轻干部现状、干部培养的主要做法和成效,列举了包头稀土高新区党政机关年轻干部培养存在的培养行为短视化,培养内容同质化,培养过程形式化等问题,剖析了问题产生于培养理念、培养制度和培养对象自身三方面的原因。最后,针对性地提出了优化稀土高新区年轻干部培养的一系列对策,包括着力创新年轻干部培养理念,建立完善年轻干部培养制度,构建年轻干部一线培养模式,营造年轻干部优良成长环境等,以供包头稀土高新区党工委、管委会和相关部门培养年轻干部时参考,同时力求为国内同类地区提供经验借鉴。
[Abstract]:The CPC has always attached great importance to the training of young cadres, especially since the third Plenary session of the 11th CPC Central Committee. It has made great contributions to unswervingly carrying out the Party's line, principles and policies and smoothly advancing the cause of socialism with Chinese characteristics. Under the historical conditions of today's reform and opening up, the development of a market economy and the long-term governance, training young cadres is an inevitable requirement for coping with the increasingly fierce international competition, promoting scientific development, and promoting social harmony. It is also a necessary requirement for strengthening party building. The strategic task of ensuring that the Party's cause is followed by someone and prosperous is a realistic need for strengthening the construction of leading bodies and cadres, and is also an important guarantee for a region to speed up economic development and realize a well-off life for the people. Baotou rare Earth Hi-Tech Zone is the only national high-tech zone in Inner Mongolia Autonomous region. It has made great contributions to the rapid development of high-tech industry in Baotou and Inner Mongolia for many years. In recent years, in order to maintain the sustainable development of the regional economy, under the guidance of the Baotou Municipal Party Committee, the Rare-Earth High-Tech Zone has carried out many times the integration of the functions of the original organs and institutions. A group of young cadres under 40 years of age gradually stepped into leadership positions to play a role. These young cadres have the knowledge, enthusiasm, and ambition, but the longest working time is not more than 20 years, and the last 20 years have been the two decades of rapid development of Baotou rare Earth Hi-tech Zone. Young cadres have hardly encountered more complicated social environment and severe political test in their growing up. Young cadres generally lack the practice of the Party, the lack of hard environment, lack of experience in dealing with complex problems. At the same time, some problems have been exposed in the training of young cadres in the rare earth high-tech zone, and it is urgent to put forward effective measures to improve these problems. Based on the study of this topic at home and abroad, this paper defines the concepts of the Party and government organs, young cadres and cadre training, and expounds the purpose, significance and relevant theories of the training of young cadres in the party and government organs. This paper summarizes the present situation of the young cadres of the Party and government organs in Baotou rare Earth High and New Technology Zone, the main methods and results of the cadre training, and enumerates the short-sighted training behavior and the homogeneity of the training contents of the young cadres in the Party and government organs of the Baotou rare Earth High-tech Zone. The formalization of the training process is discussed, and the causes of the problems are analyzed in the following three aspects: the cultivation idea, the training system and the training object itself. Finally, the paper puts forward a series of countermeasures to optimize the training of young cadres in rare earth high-tech zones, including innovating the concept of training young cadres, establishing and perfecting the training system of young cadres, and constructing the training mode of young cadres in the front line. To create a good growth environment for young cadres, so as to provide reference for the Party work Committee of Baotou rare Earth High and New Technology Zone, management committee and relevant departments to train young cadres, and at the same time, to provide experience for similar areas in China.
