对干部选拔任用综合分析研判机制的调研思考

【摘要】：正开展领导班子和领导干部综合分析研判(以下简称"研判"),是党的十八届三中全会做出的重要决策。我们围绕建立研判机制设计并发放调查问卷2016份,做到"四个全覆盖",即覆盖全市所有有干部任免权的地区和单位,覆盖市、县两级组织部门,覆盖县(市、区)和乡镇(街道)党(工)委,覆盖市、县两级机关部门党委(党组)。通过调研,我们初步厘清开展研判的制约因素,并就建立研判机制提出对策建议。
[Abstract]:It is an important decision made by the third Plenary session of the 18th CPC Central Committee to carry out comprehensive analysis and judgment of leading bodies and leading cadres (hereinafter referred to as "study judgment"). We designed and distributed 2016 questionnaires around the establishment of a research and judgment mechanism, so as to achieve "four full coverage", that is, covering all districts and units with the power to appoint and remove cadres in the whole city, covering the organizational departments at the municipal and county levels, and covering counties (cities). District) and township (street) Party (industrial) committee, covering the city, county organs at the two levels of party committees (party groups). Through investigation, we preliminarily clarify the restrictive factors of developing the study, and put forward some countermeasures and suggestions on the establishment of the research mechanism.
