“双面干部”的特征、成因及其治理对策

【摘要】:"双面干部"是指为最大程度谋取私利,以反差强烈而又鲜明的两副面孔生活在工作、家庭和社会中的一类干部,以虚假面孔逢迎公众环境,以真实面孔面对私人或"小圈子"环境。"双面干部"具有功利性、潜在性和习惯性三个基本特征,表现为知信脱节,言行不一。理想信念缺失是"双面干部"产生的内在根源,管理机制不健全是"双面干部"形成的重要原因,官僚体制及政治生态是"双面干部"产生的外在条件。"双面干部"的治理对策如下:构筑多元协同共治格局,建立分层分类的干部理想信念、道德品行教育体系,完善不让老实人吃亏的干部选拔任用机制,健全全方位无盲点的干部监督管理体系,培育做老实人、说老实话、干老实事的政治生态。
[Abstract]:"Double-sided cadres" refers to a class of cadres who, in order to maximize their personal gain, live in work with two distinct and contrasting faces, family and society, and flatter the public environment with false faces. Face a private or "coterie" environment with a real face. " Dual-sided cadres have three basic characteristics: utilitarian, latent and habitual, which are characterized by disjointed knowledge and belief and inconsistency between words and deeds. The lack of ideal and belief is the internal root of the "double-sided cadres", the unsound management mechanism is the important reason for the formation of the "double-sided cadres", and the bureaucratic system and political ecology are the external conditions for the "double-sided cadres" to come into being. " The management countermeasures of "double-sided cadres" are as follows: to construct the pattern of multiple cooperative co-governance, to establish a hierarchical and classified cadre ideal and belief, to establish a moral education system, and to perfect the mechanism of selecting and appointing cadres who do not let honest people suffer losses. We should improve the system of cadre supervision and management without blind spot, cultivate the political ecology of being honest, telling the truth, and doing old things.
