【摘要】：正党内潜规则已成为腐蚀党员干部、败坏党的风气的沉疴毒瘤。习近平总书记在指导兰考县委常委班子党的群众路线教育实践活动专题民主生活会时明确提出:"要坚持清正严明,形成正气弘扬的大气候,让那些看起来无影无踪的潜规则在党内以及社会上失去土壤、失去通道、失去市场。"治理党内潜规则,有利于加强党的作风建设和反腐倡廉建设,彰显党规党法权威,保持党的先进性和纯洁性,巩固党的执政地位。党内潜规则是与党的规章制度对立,并被一些党员干部认可而实际奉行的非正式规则,
[Abstract]:Inner-party latent rules have become corrosive party members and cadres, corrupt the party's ethos. General Secretary Xi Jinping made it clear when guiding the special democratic life meeting of the party's mass line education practice activities of the standing Committee of the Lankao County Party Committee: "We should adhere to the principle of being clean and strict, and form a general climate of promoting good spirit."
