转型时期我国廉政教育的困境与路径选择

【摘要】：当前我国社会加速转型,腐败问题层出不穷,党中央反腐力度不断加大,而廉政教育作为惩治与预防腐败体系中的基础手段,一直以来都受到高度重视。新形势下,习近平总书记为领导的党中央提出“四个全面”的战略总布局。在“全面从严治党”的战略布局下,我们党要求更加严格、更加深入和更加全面的管理党员干部,要求党员紧紧围绕着群众办实事,走群众路线,永葆党的先进性和纯洁性。这就不仅要求党要管党,从严治党,推进党的组织、制度建设,更要求党在思想教育的阵线上发挥其应有的能量。而作为思想教育主阵地的廉政教育工作更是有不可替代的作用。随着社会的不断发展我国廉政教育也不断深化和拓展,并且取得了显著的成效,但我国当前的廉政教育也出现了一些问题难以一下子解决。本文主要是针对我国廉政教育的研究,首先,分析研究现状,厘清关于廉政教育的相关概念。其次,探索我国廉政教育的发展的历史概况,包括古代的历史渊源以及中国共产党的探索历程,从中探寻廉政教育的发展脉络。再次,根据笔者对江西省廉政教育阵线的一些部门机构的实地调研,着力发掘当前我国廉政教育面临的一些主要问题,主要包括廉政教育的方式运动化、效果表面化、对象特定化、深度表层化四个方面问题;并尝试深入分析产生这些问题的根源,主要问题根源有廉政教育的国民性障碍、制度化缺失、功利性凸显、覆盖面狭窄四个方面,并提出思考。最后,根据提出的问题以及根源努力探索相关的解决路径,并从改造国民性弱点,强化制度建设、建立廉政教育长效机制三个主要方向展开路径研究,为我国廉政教育的更好实行和开展,做出自己的一份努力尝试。
[Abstract]:At present, our country society accelerates the transformation, the corruption question emerges one after another, the party Central Committee anti-corruption strength unceasingly increases, and the clean government education as the punishment and the prevention corruption system foundation means, has been highly valued all the time. Under the new situation, General Secretary Xi Jinping put forward the "four-round" strategic general layout for the Party Central Committee under his leadership. Under the strategic layout of "managing the party in an all-round and strict manner," our party demands more stringent, deeper, and more comprehensive management of party members and cadres, and requires party members to closely revolve around the masses, follow the mass line, and always maintain the advanced nature and purity of the party. This not only requires the Party to govern the Party, strictly govern the Party, promote the Party's organization and institutional construction, but also require the Party to give play to its due energy on the front line of ideological education. As the main position of ideological education, clean government education plays an irreplaceable role. With the continuous development of the society, the education of clean government in our country has been deepened and expanded, and has achieved remarkable results. However, there are also some problems in the education of clean government in our country, which are difficult to solve at once. This paper mainly aims at the research of clean government education in our country. Firstly, it analyzes the present situation and clarifies the related concepts of clean government education. Secondly, it explores the historical situation of the development of clean government education in China, including the historical origin of ancient times and the exploration course of the Communist Party of China, from which to explore the development of clean government education. Thirdly, according to the field investigation of some departments and organizations in Jiangxi Province, the author tries to find out some main problems facing the clean government education in our country, mainly including the movement of the way of clean government education and the superficial effect. There are four aspects of object specialization and depth surfacing. This paper tries to analyze the root causes of these problems, the main causes of which are national obstacles of clean government education, lack of institutionalization, prominent utilitarianism, narrow coverage, and put forward some thoughts. Finally, according to the proposed problems and root causes to explore the relevant solutions, and from the transformation of national weakness, strengthen the system construction, establish a long-term mechanism of clean government education in three main directions to carry out the path research. For the better implementation and development of clean government education in China, make their own efforts to try.
