完善从严治吏新常态下的干部正向激励机制

【摘要】：正党的十八大以来,从严治吏和"为官不易"日渐成为干部管理的新常态,一些潜规则逐渐被打破,一些不正当的利益刺激没有了。在干部队伍风气大为改善的同时,也出现了不作为、不担责的消极苗头,从严治吏和干部激励似乎正在形成一对非此即彼、你伸我缩的"矛盾体"。完善从严治吏新常态下的干部正向激励机制,充分调动干部干事创业的主动性和积极性,显得十分紧迫。
[Abstract]:Since the 18th National Congress of the Communist Party of China, strict administration of officials and "hard for officials" has gradually become the new normal of cadre management, some hidden rules have been broken gradually, and some improper interests have not been stimulated. While the atmosphere of cadres has greatly improved, there have also been negative signs of inaction and non-accountability, and it seems that a pair of "contradictions" are forming between strict administration of officials and cadres' encouragement. It is very urgent to perfect the positive encouraging mechanism of the cadres under the new normal condition and to fully mobilize the initiative and enthusiasm of the cadres and officers to start a business.
