季乃礼:政治负面效应与官员“不敢为”心态评析

【摘要】：中国政治中的负面效应主要存在于官员之间,下级官员在从事行政行为时,上级官员在对该官员正反两方面的信息评估中,负面性方面占据了很大权重。高压反腐和网络的兴起,使官员的负面效应的曝光率大大增加。要营造健康的政治生态需要破除负面效应,建立合理的官员评估体制,改变极端的思维方式,明确规定官员的各种约束,并且正确对待网络舆论。
[Abstract]:The negative effects in Chinese politics mainly exist among officials. When the lower officials are engaged in administrative behavior, the superior officials occupy a great deal of weight in the evaluation of the information of the officials in both positive and negative aspects. High-pressure anti-corruption and the rise of the network, so that officials of the negative effects of exposure. In order to create a healthy political ecology, we should break down the negative effects, establish a reasonable evaluation system for officials, change the extreme mode of thinking, clearly stipulate all kinds of constraints for officials, and treat public opinion on the Internet correctly.
