【摘要】：正落实党风廉政建设责任制,党委主体责任是前提,纪委监督责任是保证,两者相互依存,缺一不可。落实监督责任是纪委的地位和作用决定的,是推进党和国家治理体系和治理能力的内在要求,是保证党委主体责任落到实处的客观需要。一、落实监督责任的现状及存在的问题1.思想认识不足,责任意识不强,监督落实难。一些党员领导干部对"一岗双责"认识不够,重业务轻廉政,重检查轻追究,避重就轻,大事
