延安时期中国共产党的乡村政权建设及经验启示

【摘要】：延安时期中国共产党十分重视陕甘宁边区乡村政权的建设,乡村是陕甘宁边区群众直接参与政治的主要场所,乡村政权是陕甘宁边区农村最基层的政权。延安时期中国共产党陕甘宁边区的乡村政权建设主要包括乡村政权新结构、乡村党组织建设、乡村选举以及乡村干部队伍建设。乡村政权主要包括参议会、政府机关,但是没有正式的司法机关,只在乡(或相当于乡的市)设有司法辅助机关,进行调解工作。而乡村党组织是党的战斗堡垒,同时又是乡村行政机关的领导者；陕甘宁边区的各种群众团体虽然不属于政权组织,但是它服务于政权机关,起协助政府工作的作用。 陕甘宁边区的乡村政权建设以乡级选举为突破,通过乡村选举给乡村政权设计好制度框架；同时通过加强乡村干部队伍建设,使乡村干部的素质得到大大提高,干群关系得到极大改善,最终使乡村政权的工作效率得到加强。 延安时期陕甘宁边区的乡村政权建设中积累了很多的宝贵的经验,如动员群众作为乡村政权的组织基础；加强群众对乡村政府的直接监督；注重乡村领导干部的教育与模范带头作用；“三三制”这一政权组织形式为新中国成立后多党合作制度奠定了基础；加强乡村党组织建设,为乡村政权提供组织保障等等；这些珍贵的经验对于当今农村基层政权建设有着深刻的借鉴意义。当前农村的基层政权建设仍存在很多问题与不足,因此我们应该从延安时期乡村政权建设经验中总结得失、吸取精华,为当前我国农村基层政权建设服务。
[Abstract]:During the period of Yan'an, the Communist Party of China attached great importance to the construction of the rural regime in the Shaanxi-Gansu-Ningsia Border region, which was the main place where the masses directly participated in the politics, and the rural regime was the most basic political power in the Shaanxi-Gansu-Ningxia Border region. During the Yan'an period, the rural regime construction of the Shensi-Kansu-Ningxia Border region of the Communist Party of China mainly includes the new structure of the rural regime, the construction of the rural party organization, the rural election and the construction of the rural cadre team. The rural political power mainly includes the council, the government organ, but has no formal judicial organ, only has the judicial auxiliary organization in the township (or the equivalent township city), carries on the mediation work. The rural Party organization is not only the fighting fortress of the Party, but also the leader of the rural administrative organs; although the various mass organizations in the Shensi-Kansu-Ningsia Border region do not belong to the political power organizations, they serve the organs of the political power and play the role of assisting the government in its work. The rural political power construction in the Shensi-Kansu-Ningsia Border region takes the village election as the breakthrough, designs the system frame for the rural regime through the village election; At the same time, by strengthening the construction of rural cadres, the quality of rural cadres is greatly improved, the relationship between cadres and the masses is greatly improved, and the working efficiency of rural political power is finally strengthened. During the period of Yan'an, many valuable experiences were accumulated in the construction of the rural regime in the Shensi-Kansu-Ningxia Border region, such as mobilizing the masses as the organizational basis of the rural regime, strengthening the direct supervision of the rural government by the masses; Paying attention to the education and exemplary leading role of rural leading cadres; "three systems" as a form of political organization laid the foundation for the multi-party cooperation system after the founding of New China, strengthening the construction of rural party organizations, providing organizational security for the rural political power, and so on. These precious experiences have profound reference significance for the construction of rural grassroots regime. At present, there are still many problems and shortcomings in the rural grass-roots regime construction, so we should sum up the gains and losses from the experience of the rural regime construction in Yan'an period, absorb the essence, and serve the current rural grass-roots regime construction in our country.
