“为官不为”的现状、原由及其治理对策

【摘要】:正为了深入研究"为官不为"问题,中国浦东干部学院课题组在省部级干部深化改革开放专题研讨班、中部地区经济社会科学发展专题研讨班、新疆全面推进法治建设专题研讨班召开座谈会,对部分党政机关干部进行访谈,了解干部对"为官不为"现状、原由及治理对策的认识。在访谈研究和文献研究的基础之上,先后在宁夏开放型经济建设专题研讨班、内蒙古质监系统厅局级领导干部能力建设高级研修班进行"为官不为"的问卷调查与统计分析。现将研究成果简述如下:"‘
[Abstract]:In order to study in-depth the question of whether to serve as an official, the research group of Pudong cadre College in China has conducted a symposium on deepening reform and opening-up for cadres at the provincial and ministerial levels, and a symposium on the development of economic and social sciences in the central region. The seminar on promoting the construction of rule of law in Xinjiang held a colloquium to interview some cadres of party and government organs to understand the current situation of cadres "not acting as officials", the original reason and the countermeasures of governance. On the basis of interview and literature research, a questionnaire survey and statistical analysis were conducted in Ningxia Open-type Economic Construction Seminar and Inner Mongolia quality Supervision system Bureau-level Senior training course on capacity-building of leading cadres.
