服务型政党视域下党的领导干部作风建设研究

【摘要】：党的十八大提出了建设服务型马克思主义执政党的伟大目标,这一目标的实现离不开一支有着坚定理想信念、德才兼备、敢于担当的高素质的领导干部队伍,而这支领导干部队伍素质的高低,又在很大程度上是由党的领导干部作风建设的成败决定的。当前,我国国内改革进入深水区,国际形势复杂多变,中国共产党所处的历史方位已发生了极大转变。我们党要保持与人民群众的密切联系,带领全国各族人民实现“两个一百年”目标,实现中华民族的伟大复兴,就必须促进政党功能的转型,积极构建服务型马克思主义执政党,并不断加强党的作风,尤其是领导干部的作风建设。当然,无论是构建服务型马克思主义执政党,还是加强党的领导干部作风建设,都不是无源之水,各有其丰富的思想渊源与历史认识进程,为在新形势下加强领导干部作风建设提供了宝贵经验。服务型马克思主义执政党要求加强领导干部作风建设要以人为本,坚持民主与法治相结合,并以人民群众是否满意为衡量标准。从服务型政党的这些基本要求出发,我们不难发现,当前党的领导干部作风建设上还存在着诸如“四风”问题,对群众感情不深,服务能力不强,学习不注重实效,生活上腐化堕落等问题。而出现这些问题的成因,一方面是少数领导干部主观上降低了对自己的要求,另一方面则是受到了环境变化和机制不健全的双重影响。从服务型政党对党的领导干部作风建设的基本要求出发,结合当前党的领导干部作风建设中的问题及成因,我们不难发现应当从领导干部自身、从严治党和制度化建设三个方面来加强党的领导干部作风建设。从领导干部自身来看,各级领导干部应当不断强化“四个意识”;增强党性,拧紧世界观、人生观、价值观的“总开关”;强化服务意识,密切联系群众;注重学习,提高自身服务能力。从从严治党来看对领导干部应当严格教育,夯实领导干部作风建设的思想基础;严明党纪,增强党纪对领导干部作风的约束力;严格监督,确保监督到位和监督有效。从完善制度、机制来看,应当坚持和完善民主集中制;不断健全领导干部选拔、任用、考核、评价机制;建立并完善领导干部淘汰机制和领导干部联系群众机制。总而言之,服务型政党作为目标引领领导干部作风建设前行,领导干部作风建设则推动了服务型马克思主义执政党实现。两者有机统一于党的建设科学化的伟大实践之中,将有助于党在新形势下更好地应对各种挑战,有利于更好地践行党的宗旨,有助于提高党的执政能力。
[Abstract]:The 18th National Congress of the Communist Party of China proposed the great goal of building a service-oriented Marxist ruling party. The realization of this goal cannot be achieved without a contingent of high-quality leading cadres with firm ideals and beliefs, both in virtue and talent, and daring to assume their responsibilities. To a large extent, the quality of this contingent of leading cadres is determined by the success or failure of the Party's leading cadres' style construction. At present, China's domestic reform has entered deep water area, the international situation is complex and changeable, and the historical orientation of the Communist Party of China (CPC) has changed greatly. If our Party wants to maintain close ties with the people, lead the people of all ethnic groups in the country to achieve the goal of "two hundred years" and realize the great rejuvenation of the Chinese nation, we must promote the transformation of the functions of the political parties. Actively build a service-oriented Marxist ruling party, and constantly strengthen the style of the party, especially for leading cadres. Of course, neither the construction of the service-oriented Marxist ruling party nor the strengthening of the work style of the leading cadres of the Party is a source of water, each has its own rich ideological origin and historical understanding process. It provides valuable experience for strengthening the construction of leading cadres' style of work under the new situation. The service-oriented Marxist ruling party demands that the construction of the work style of leading cadres should be people-oriented, adhere to the combination of democracy and the rule of law, and take the satisfaction of the people as the criterion. Starting from these basic requirements of service-oriented political parties, it is not difficult to discover that there are still problems such as the "four winds" in the construction of the style of work of the party's leading cadres, not deep feelings towards the masses, not strong ability to serve, and no emphasis on practical results in learning. Corruption in life, etc. On the one hand, a few leading cadres have reduced their demands subjectively, on the other hand, they have been affected by environmental changes and imperfect mechanisms. Starting from the basic requirements of the service-oriented party for the construction of the style of work of the leading cadres of the Party, and in the light of the problems and causes in the construction of the style of work of the leading cadres of the Party at present, it is not difficult for us to find out that we should We should strengthen the Party's leading cadres' style construction in three aspects: strict administration of the Party and systematic construction. From the perspective of leading cadres themselves, leading cadres at all levels should constantly strengthen the "four consciousness", strengthen the party spirit, tighten the world outlook, the outlook on life and the values of the "general switch", strengthen the sense of service, close ties with the masses; Pay attention to study, improve their service ability. From the point of view of strictly governing the Party, we should strictly educate leading cadres and consolidate the ideological basis for the construction of the style of work of leading cadres; strictly clarify the Party discipline and strengthen the binding force of the Party discipline on the style of leading cadres; and strictly supervise to ensure that supervision is in place and that supervision is effective. From the point of view of perfecting the system and mechanism, we should adhere to and perfect the democratic centralism; constantly improve the mechanism of selecting, appointing, assessing and evaluating leading cadres; and establish and perfect the mechanism of leading cadres' elimination and the mechanism of leading cadres connecting with the masses. In a word, the service-oriented political party leads the leading cadres' style construction as the goal, and the leading cadres' style construction promotes the realization of the service-oriented Marxist ruling party. The organic unity of the two parties in the great practice of scientific Party building will help the Party to better cope with all kinds of challenges under the new situation, be conducive to better implementation of the Party's purpose, and help to improve the Party's ability to govern.
