【摘要】:警察危机公关是警察行政关注和研究的核心内容之一。在危机频发的当下风险社会,成功的危机公关是确保警察组织适应社会环境继而求生存发展的必要保障。 危机的发生有其不可避免性。对于警察组织而言,危机的发生有深层原因和表层原因,有内部原因和外部原因。正确认识这些原因是进行警察危机公关的前提。危机的发生一定是在具体的时空环境中进行的,特别是信息传播的环境对危机公关的成败有着关键性的影响。最近两三年来,自媒体的强势崛起改变了以往信息传播只掌握在少数人手里的垄断性局面。自媒体的草根性和平民化使得人人都是信息的制造者、发布者和传播者。话语独裁在技术上越来越微乎其微。同时,自媒体又是谣言的发酵平台,不失时机地制造混乱。在信息传播的“乱气流”中,警察组织的成功公关不仅依赖过往积累的经验,更需要在新媒体环境中创新工作机制。 在传统媒体语境下,警察组织在危机公关方面有不少成就。这些成就部分可以因应新形势,部分需要根据实际情况加以修正。在自媒体语境下,警察组织在危机公关方面有诸多不适,,比如缺乏战略性考虑、制度建设滞后、缺乏系统性的策划以及公关队伍战斗力不强等问题。造成这些问题的原因有二:对造成警察危机的根源认识不清以及部分警察组织及其成员怠于应对新媒体。这两个问题需要有计划地逐步予以解决。 危机的发生包括三个阶段:发酵、发生以及消退。在这三个阶段中,具体的危机公关方略也会有所不同。在危机的发酵阶段,警察组织需要培养预警意识,从战略高度进行重视;科学研判形势,得出倾向性结论;做好危机防控预案,预先规定好处理权限。在危机的发生阶段,警察组织应快速反应,及时应对。具体的方略主要有:适时开展网络巡查;寻找民意领袖并与其恰当对话;内部公关与全员公关;新闻发言人制度;向独立的第三方寻求支持;与传统媒体亲密合作。最后的危机消退阶段,是警察组织重建与复原形象的绝佳时机,此时是变危机为转机的最好时间。该阶段重点回答了两个问题:个案如何善后以及怎样建构危机解决的长效机制。
[Abstract]:Police crisis public relations is one of the core contents of Police Administration's concern and research. In the current risk society with frequent crises, successful crisis public relations is a necessary guarantee to ensure that police organizations adapt to social environment and survive and develop.
The crisis has its inevitability. For the police organization, the crisis has deep reasons and superficial reasons, there are internal causes and external causes. The correct understanding of these reasons is the premise of the police public relations crisis. The crisis must be carried out in time and space in the concrete, is crucial especially the dissemination of information on environmental crisis public relations success. In recent two or three years, since the media's strong rise changed the situation of monopoly information transmitted only in the hands of a few people from the media. The grassroots peace people that everyone is a maker of information, publishers and distributors. And in authoritarian discourse very little more. At the same time, since the media platform is fermentation rumors, to seize the opportune moment to create chaos. In the dissemination of information "turbulence", the success of public relations of police organization depends not only on the past The accumulated experience needs to innovate the working mechanism in the new media environment.
In the traditional media environment, the police organization has many achievements in crisis public relations. These achievements should be part of the new situation, the part needs to be modified according to the actual situation. Since the media in the context of the police organization a lot of discomfort in crisis public relations, such as the lack of strategic thinking, system construction is lagging behind, the lack of systematic problems planning and PR team fighting capacity is not strong. There are two reasons for these problems: the root causes of the crisis of police is unclear and the police organization and its members failed to deal with the new media. These two problems need to have a plan to gradually be resolved.
The crisis includes three stages: fermentation, and disappeared. In the three stages of crisis public relations specific strategy will be different. In the fermentation stage of the crisis, police organizations need to develop early warning consciousness, attention from the strategic height; scientific study situation, the tendency of the conclusion; strengthen the crisis prevention and control plan and the pre specified processing permissions. In the event of crisis, the police organization should be rapid response and timely response. The specific strategies are: timely carry out inspections of the network; looking for opinion leaders and their appropriate dialogue; internal public relations and public relations staff; news spokesman system; seek support to the independent third party; close cooperation with traditional media the crisis subsided. At last stage, police organization reconstruction and rehabilitation of the image of the perfect time, now is the best time to change the crisis into an opportunity. The key to answer two A question: how the case is after and how to build a long-term mechanism for the solution of the crisis.
