【摘要】:公安机关是政府的职能部门之一,是人民政府的重要组成部分。公安机关既是国家的行政机关、又是国家的司法机关之一,因而同时具有行政性和司法性,肩负着依法管理社会治安、保护广大民众、打击犯罪、维护稳定的重大使命。自20世纪70年代以来,在新公共管理运动兴起的大背景下,西方政府部门对绩效考核的重视程度不断提升,对公务员的绩效考核问题亦成为政府部门所关注的重点问题。公安部门是公务员系统的重要组成部分,因而将绩效考核与管理引入到公安机关中来衡量公安工作业绩与工作内容,是十分重要且必要的。公安机关的综合绩效考核结果及实施效果,不但能体现政府的管理能力和服务水平,亦能体现社会群众对公安机关以及政府工作的满意程度。 本文对S市公安机关综合绩效考核体系进行研究。首先,从公安机关绩效考核机制理论、实践分析和案例分析三个方面对现有相关文献进行整理和分析;其次,对公安民警绩效考核的理论基础进行阐述,从绩效考核概述、公安民警绩效考核内涵、目标及方法角度进行;第三,本文对S市公安机关综合绩效考核体系构建进行深入剖析;接下来,本文分析说明了S市公安机关综合绩效考核的实施效果,分为取得的成绩、存在的不足两方面进行:最后,是政策建议部分,以前文分析为基础,本文分析探讨了提升S市公安机关综合绩效考核效果对策建议。
[Abstract]:The public security organ is one of the functions of government departments, is an important part of the people's government. The public security organ is the state administrative organs, judicial organs and is one of the countries, which also has the administrative and judicial administration according to law, shouldering the social order, protect the people, the fight against crime, the important mission of maintaining stability. Since 1970s, in the background of the rise of the new public management movement, the western government departments attach great importance to the performance evaluation of the degree of continuous improvement, performance appraisal of civil servants has become the focus of the government departments concerned. The Department of public security is an important part of the civil service system, which will introduce the performance appraisal and management to the public security organs to to measure the performance and work of public security work, is very important and necessary. The comprehensive performance evaluation results of the public security organs and the implementation effect, but can not reflect The management ability and service level of the government can also reflect the satisfaction of the public to the public security organs and the government work.
This paper focuses on the research of the comprehensive performance appraisal system of the public security organs in S city. First of all, from the theory of performance appraisal system of the public security organs, practice analysis and case analysis to collate and analyze the existing literature in three aspects; secondly, based on the theory of police performance appraisal were discussed, from the summary of performance evaluation, police performance appraisal connotation. Point target and method; third, this paper carries on the thorough analysis on the construction of a comprehensive performance evaluation system for S city public security organs; next, this article explains the comprehensive performance evaluation of the S city public security organs effect, divided into two aspects: the achievements, shortcomings are: finally, is part of the policy recommendations, in the above analysis as the foundation, this paper discusses the comprehensive performance appraisal to enhance the effect of the public security organs in S City, countermeasures and suggestions.
