社会治安评估指标体系及其应用研究

【摘要】： 我国经过二十多年的改革开放,在国民经济有了很大发展、综合国力有了很大提高、人民生活有了显著改善的同时,又出现了犯罪现象急剧上升,贫富差距扩大、腐败现象严重、生态环境恶化以及企业转制、医疗、教育、住房、食品卫生、社会保障等领域又造成新的突出社会矛盾、社会问题。这些新的社会矛盾中犯罪作为威胁社会治安的最主要因素,对当前以及今后相当长一个时期的社会治安形式产生严重影响。上海作为中国特大型大城市,外来人口众多,治安状况复杂,但是经济的发展,生活水平的提高,并未使上海人民感到幸福和经济的发展成同比例增加,尤其是社会犯罪的急剧上升,使大多数人感到对社会治安的担忧和不安。因此,人们殷切希望有一个安全的生活空间,也可望政府提供一个安全的生活环境。政府部门有责任和义务对社会治安状况做出科学的评判,从而对当前的相关社会治安政策起到更好的指导实践作用,而对社会治安状况进行科学的判断,必须有一套科学的指标体系来加以实证。在我国从1994年3月开始,由公安部牵头,成立了由国家计委、国家统计局、人民大学、公安大学各方面专家参加的社会治安状况评价体系课题组,并通过大量的研究工作和在一定地区内的试点评测,初步提出了社会治安状况评价方案,使我国的治安评估研究工作向着科学化、系统化的方向又跨出了一大步。此后,各省(直辖市、自治区)包括许多市地都结合本地实际,制定了相应的地区社会治安状况评估指标体系,并进行了评估应用。由于这项工作本身涉领域的宽广性以及评估对象的差异性、评估结果的敏感性,在不同环境下出台的诸多指标体系都会受到不同程度的质疑,时至今日还没有一个能在全国公安系统得到普遍认可的权威监测、评估指标体系。因此有必要从学理上加以探讨,构建出一套能够说明社会治安状况的评价指标体系。本文拟从分析治安评估的内涵、主体、原则、理论以及对美国、日本等西方国家有关治安评价的现状等方面入手,从而提出一套社会治安评价指标体系,并在此基础上对上海市黄浦区和嘉定区进行实地研究和分析比较,说明目前对于处于是城市化不同阶段的地区,该指标评价体系的实证应用,从而揭示了我国现行治安指标体系及评价办法中存在的普遍问题,同时提出了自己的一点建议,为从事行治安评价体系研究和设计的实际工作者提供具体的参考。
[Abstract]:After more than 20 years of reform and opening up in China, in the national economy has a great development, comprehensive national strength has been greatly improved, the people's life has improved significantly, but also a sharp rise in crime. The widening gap between the rich and the poor, the serious corruption, the deterioration of the ecological environment and the transformation of enterprises, medical care, education, housing, food sanitation, social security and other fields have created new and prominent social contradictions. Social problems. In these new social contradictions, crime is the most important factor threatening public order. Shanghai, as a large city in China, has a large foreign population and a complex public security situation, but the economic development. The improvement of living standards has not increased the happiness of the people of Shanghai and the economic development in the same proportion, especially the sharp rise of social crime, which makes most people feel worried and uneasy about the public order. People are eager to have a safe living space, but also expect the government to provide a safe living environment. Government departments have the responsibility and obligation to make a scientific assessment of the public security situation. Therefore, the current relevant social security policies play a better role in guiding the practice, and to judge the social security situation scientifically, we must have a set of scientific index system to prove it. Since March 1994, led by the Ministry of Public Security, the State Planning Commission, the National Bureau of Statistics, the people's University, the Public Security University of all aspects of the evaluation system of social security evaluation group. And through a large number of research work and pilot evaluation in a certain region, a preliminary social security evaluation program is put forward, which makes the research work of public security evaluation more scientific. Since then, every province (municipality directly under the Central Government, autonomous region) including many cities and territories have formulated the corresponding evaluation index system of regional social security situation in combination with the local reality. The evaluation results are sensitive because of the breadth of the field involved and the difference of the evaluation objects. Many index systems issued under different circumstances will be questioned to varying degrees, until now, there is no one can be universally recognized in the national public security system authority monitoring. Therefore, it is necessary to discuss theoretically and construct a set of evaluation index system which can explain the social security situation. This paper intends to analyze the connotation, subject, principle, theory and the current situation of public security evaluation in the United States, Japan and other western countries, so as to put forward a set of social security evaluation index system. On the basis of this, the field research and comparison of Huangpu District and Jiading District of Shanghai are carried out, which shows the empirical application of the index evaluation system to the areas in different stages of urbanization at present. Thus, it reveals the common problems in the current public security index system and evaluation methods, and puts forward some suggestions. It provides a concrete reference for the practical workers engaged in the research and design of public security evaluation system.
