“农转非”与中国的户籍制度改革

【摘要】：“农转非”是指公民的户籍管理类别由农村户籍转为城镇户籍。在我国现行的户籍制度下 ,获得“农转非”的身份对于公民来说 ,能够享受到不同于农民的特殊待遇。比如 ,可获得教育、劳动就业、社会福利、住房等方面的优惠和实惠 ,享受城市的公共基础设施和公共社会服务。而在现实中 ,“农转非”仅仅指因“征地”而转为居民的这部分人。由于城乡差别太大 ,“农转非”要真正成为“居民”还要经历一定的过程 ,在文化素质、就业技能、人际关系、适应能力等方面 ,“农转非”这个群体从整体上还难以与城市居民进行平等竞争。
[Abstract]:"Agricultural conversion" refers to the category of household registration management of citizens from rural household registration to urban household registration. Under the current household registration system of our country, the status of "agricultural conversion" is for citizens. Can enjoy the special treatment which is different from the farmer. For example, can obtain the education, the labor employment, the social welfare, the housing and so on preferential treatment and the benefit. Access to public infrastructure and public social services. In reality, "agricultural conversion" refers only to the "land expropriation" and become residents of this part of the population, because the urban and rural areas are too different. In order to become "resident", there is still a process to be experienced in the aspects of cultural quality, employment skills, interpersonal relationship, adaptability and so on. It is difficult for this group to compete on an equal footing with urban residents as a whole.
