关于建立柳州市公安局公安质量管理体系的理论思考

【摘要】：伴随着中国加入WTO后的机遇和挑战，作为政府质量的重要方面，公安工作质量对国家经济发展和人民生活水平的提高具有显著影响。公安工作的重点就是公安执法工作。因此，如何建立长效管理机制、提高公安机关的执法质量，成为包括柳州市公安局在内的各级公安机关一项长期的战略任务。本文运用了全面质量管理理论，采用了理论联系实际的方法，对公安机关实施ISO9000质量管理模式进行了分析和研究。在本文的研究过程中，，首先对公安工作特点及工作中存在的执法质量问题进行了阐述，然后结合ISO9000质量管理标准和八大质量原则在公安工作中的运用，深入系统地分析了建立公安质量管理体系的可行性和必要性，提出了全面提升公安工作质量的重要途径就是建立公安质量管理体系。在此基础上，本文以建立柳州市公安局公安质量管理体系为例，进行了建立公安质量管理体系的过程设计，编写了柳州市公安局劳动教养审批工作规范和执法监督程序规定，为公安机关建立公安执法质量长效管理机制提供了新的思路。
[Abstract]:With the opportunity and challenge after China's entry into WTO, as an important aspect of government quality, the quality of public security work has a significant impact on the development of national economy and the improvement of people's living standard. How to establish a long-term management mechanism and improve the law enforcement quality of public security organs has become a long-term strategic task for public security organs at all levels including Liuzhou Public Security Bureau. This paper uses the theory of total quality management and the method of combining theory with practice to analyze and study the implementation of ISO9000 quality management mode in public security organs. In the research process of this paper, firstly, the characteristics of public security work and the problems of law enforcement quality in public security work are expounded, and then the application of ISO9000 quality management standard and eight quality principles in public security work is discussed. This paper analyzes the feasibility and necessity of establishing the public security quality management system, and puts forward that the important way to improve the public security work quality is to establish the public security quality management system. Taking the establishment of the public security quality management system of Liuzhou Public Security Bureau as an example, this paper designs the process of establishing the public security quality management system, and compiles the rules for the examination and approval of the examination and approval of the public security bureau of Liuzhou City and the regulations for the supervision of law enforcement. It provides a new way for public security organs to establish long-term management mechanism of public security law enforcement quality.
