当代中国户籍管理制度改革研究

【摘要】： 户籍管理制度是随着国家的产生而形成的一种管理住户和人口的社会人口管理制度,它包括登记制度和管理制度。是国家行政管理的一项基本制度。中国当代户籍管理制度是指在20世纪50年代以《中华人民共和国户口登记条例》为核心,以定量商品粮油供给制、劳动就业制度等辅助性措施为补充规定而形成的一系列户籍管理制度和政策法规的总称。随着改革开放这一基本国策的确立,在计划经济条件下建立的当代中国的户籍管理制度已不适应中国政治经济的发展,随着户籍管理制度改革在全国各地的进行,取得了显著的成就。然而随着我国经济的发展,户籍管理制度与之愈来愈不适合,所以现行的户籍管理制度改革需要进一步的向前推动。本文正是应对这种户籍管理制度改革的现实性要求而展开论述的,全文共分三大部份:第一部份是论述了当代中国户籍管理制度的演变过程;第二部份论述了当前中国进行的户籍管理制度改革的实际进展,并着重从公共政策角度分析了当前中国户籍管理制度改革的困境;第三部份则是基于在第二部份的分析和论述上,提出完善中国户籍管理制度的几项建议。
[Abstract]:The household registration management system is a kind of social and population management system, which is formed with the emergence of the country. It includes the registration system and the management system. It is a basic system of state administration. The present household registration management system in China is based on the regulations of the people's Republic of China on Household Registration in 1950s. A series of household registration management systems, policies and regulations formed by supplementary measures such as quantitative commodity grain and oil supply system, labor and employment system, etc. With the establishment of the basic state policy of reform and opening up, The household registration management system established under the planned economy has not been adapted to the development of China's political economy. With the reform of the household registration management system in various parts of the country, remarkable achievements have been made. However, with the development of China's economy, The household registration management system is becoming more and more inappropriate, so the reform of the current household registration management system needs to be further promoted. This paper is to address the reality of this kind of household registration management system reform, the full text is divided into three parts: the first part is to discuss the evolution of the current Chinese household registration management system; The second part discusses the actual progress of the reform of household registration management system in China, and emphatically analyzes the predicament of the reform of the household registration management system in China from the perspective of public policy. The third part is based on the second part of the analysis and discussion, put forward several suggestions to improve the Chinese household registration management system.
