冷战后中国西南边疆的安全困境与安全治理

【摘要】：冷战后,中国西南边疆的安全环境发生了根本性变化,安全因素从过去的军事对抗向传统安全与非传统安全相互交织的综合安全领域转化,安全问题也从过去的单维度向多维度转化,军事安全威胁的因素大大降低,而非传统安全威胁的因素不断加大。各种跨国犯罪不断冲击着边疆安全,使西南边疆预防跨国犯罪和毒品走私的成本在不断增加,边疆安全的脆弱性不断凸显,西南边疆正面临着前所未有的安全困境和安全压力。如何应对西南边疆的安全困境和有效治理边疆安全环境已是当务之急,也是该文力图探讨的内容和目的。
[Abstract]:After the Cold War, the security environment in the southwestern frontier of China has undergone fundamental changes. Security factors have changed from military confrontation in the past to a comprehensive security field where traditional security and non-traditional security are intertwined. The security problem has also changed from the single dimension to the multi-dimension in the past. The factors that threaten military security have been greatly reduced, but the factors of non-traditional security threats have been increasing. All kinds of transnational crimes continue to impact the security of the border areas. The cost of preventing transnational crime and drug smuggling in the southwestern frontier is increasing, and the fragility of the border area's security is becoming increasingly prominent. The southwest frontier is facing unprecedented security dilemma and pressure. How to deal with the security dilemma of the southwest frontier and how to effectively manage the security environment of the border is an urgent matter, which is also the content and purpose of this paper.
