警务化管理与公安高校学生的个性发展

【摘要】: 公安高校是一个特殊的学生群体,公安机关的性质、职能和任务所决定了其警务化职业管理模式特色。“公安高校是培养训练人民警察后备力量的重要基地,必须坚持从严治警、从严治校的方针,严格教育、严格管理、严格训练、严格纪律,实行警务化管理”。而新时期公安高校从“以人为本”的理念出发,力图展现出大学生丰富多彩的个性特征,这就要求现代的公安高校必须在警务化管理的前提下,充分考虑和尊重学生身心发展的规律,充分认识学生的一般心理特征及智力发展水平,有的放矢地进行教育,将对学生的警务化管理要求与对学生人格的塑造培养紧密结合起来,最大限度地促进受教育者的体能、智能、活动能力、道德品质、情感意志等综合素质,自主、和谐地发展,培养优良的个性、健全的人格,促进公安高校学生的综合素质得以全面发展。本文就是对这一问题进行研究,在充分分析公安高校的特殊性基础上,从当前公安高校学生管理中存在的问题出发,力图把公安高校的警务化管理与培养学生的个性化发展结合起来,并寻求论证这种结合的必要性和可能的途径。这是本文的写作初衷和将要实现的目标。 在公安高校学生管理工作中,笔者充分认识到在公安高校进行警务化管理与发展学生个性的重要性。只有两者的协调统一,才能营造出适合现代公安高校学生个性发展的环境,也才能培养出适合现代社会发展的公安专业人才。因此,在充分搜集相关资料的基础上,结合自己的管理经验,积极尝试着对二者予以结合的相关思考。对公安高校警务化管理与学生的个性发展的内涵、关系、现状、原因、措施等问题做一探讨,并对公安教育的理论发展做出自己的学术回答。 实行警务化管理是行业发展的必然要求,也是公安高校培养合格人才的成功管理模式。可是在现代公安高校的学生管理中还存在很多问题,对这些问题给予充分的关注是解决问题的前提。在对公安高校学生的警务化管理中,应该扬弃以往“管的过多,管的过死”的管理模式,尤其是一些“管不了,管不好”的事,应充分发挥学生在管理中的主观能动性,让学生参与到警务化管理中来,体现学生的主体性,让学生更加明确地认识到自己的责任和义务,从而使他们学习目的更加明确,自觉性更强,更能有效地进行警察意识的培养和锻炼。在新形势下,公安高校警务化管理必须坚持从严治警、从严治校的方针,建立和健全各项规章制度,更新观念,正确处理警务化管理共性与学生个性的矛盾,抓好日常养成教育,理顺公安高校警务化管理体制,建立学员大队长队伍的长效管理机制,加强学生管理队伍建设,建立学习型、研究型学员大队长队伍,充分发挥学员大队长的表率作用,发动全校教职员工共同努力,才能形成公安高校全员育人的良好环境和氛围。做到警务化管理与学生个性发展的协调统一。

In the public security management of university students, the author fully recognized the importance of police management and the development of personality of students in public security colleges. Therefore, based on the full collection relevant information, combined with their own management experience, and actively try thinking to combine the two. The implementation of police management is the inevitable requirement of the development of the industry, but also in public security colleges to cultivate qualified talents of successful management mode.
