【摘要】：实践基础上的理论创新是社会发展和变革的先导。本文在深入剖析新时期城市治安管理中存在问题的基础上,充分借鉴和吸收中国古代治安管理思想和实践成果,参考国外在治安管理机制方面所做的有益尝试,提出完善我国城市治安管理机制的总体模式设想。更新观念,完善法规,细化可操作措施,树立科学正确的城市治安管理理论,构建符合我国国情的实践性、操作性很强的城市治安管理机制。以期对公安机关在城市治安管理过程中采取行之有效的具体措施,积极预防和妥善处置群体性事件,引导流动人口有序流动,改进城市治安管理工作模式,健全治安管理立法体系,从根本上解决城市面临的困难和问题,为城市经济发展创造一个良好的治安环境的实践提供有益的理论支撑和实践指导。
[Abstract]:The theoretical innovation on the basis of practice is the forerunner of social development and transformation. On the basis of deeply analyzing the problems existing in the management of urban public security in the new period, this paper fully draws lessons from and absorbs the ancient Chinese public security management thought and practical achievements. Referring to the beneficial attempts made by foreign countries in the aspect of public security management mechanism, this paper puts forward the overall mode assumption of perfecting our country's urban public security management mechanism, renewing the concept, perfecting the laws and regulations, refining the operational measures, and establishing the scientific and correct theory of urban public security management. To construct a practical and operable urban public security management mechanism, which is in line with the national conditions of our country, with a view to taking effective concrete measures in the process of urban public security management, and actively preventing and properly dealing with mass incidents, To guide the orderly flow of floating population, to improve the work model of urban public security management, to improve the legislative system of public security management, and to fundamentally solve the difficulties and problems faced by cities, It provides beneficial theoretical support and practical guidance for the practice of creating a good public security environment for urban economic development.
