新形势下上海公安教育训练工作所面临的问题与对策

【摘要】：我国加入WTO,上海建设国际化大都市,将带动社会、经济、文化、教育以及人们的思想观念、思维方式的深刻变革,对上海公安工作和公安队伍的建设提出了新的要求,公安教育训练工作也面临着改革和发展的严峻挑战。在这样的形势下,上海公安机关只有贯彻科教强警的方针,加快公安教育训练改革,建设一支高素质的公安人才队伍,才是上海公安机关应对新态势和新挑战的必由之路。因此,上海公安教育训练的发展,要有面向现代化、面向世界、面向未来的紧迫感,公安教育训练的指导思想、运作模式、教学管理、教学方法都要适应形势发展的需要,才能培养出道德、能力、知识结构与时代特征相吻合的高素质的警务应用人才,本论文从上海公安工作和上海公安队伍建设的全局出发,着力研究上海公安教育训练工作所面临的问题,注重借鉴国内外警察职业培训的成功经验,探索和提出上海公安教育训练体制、机制和教育训练方法改革的一系列设想,努力推动上海公安教育训练工作的全面发展。本论文首先对上海公安教育训练面临的外部环境进行分析,研究我国加入WTO和上海建设国际化大都市对上海公安工作和公安队伍建设带来的巨大影响,阐述上海公安教育训练工作所处的重要战略地位。其次,通过问卷调查、调研报告等方式对上海公安教育训练面临的内部环境分析也进行深入研究,分析当前上海公安教育训练工作存在的问题,并概括为教育训练理念上的不适应、教育训练管理体制上的不适应、教育训练工作机制上的不适应、教育训练标准设定上的不适应、教育训练资源保障上的不适应、教育训练师资状况不适应、公安教育训练模式上的不适应、教学方法上的不适应和院校办学管理上的不适应。另外,本论文对美国、德国、香港等国家(地区)的警察培训的成功经验也予以了关注。在此基础上,本论文提出了上海公安教育训练改革的指导思想、目标和具体内容:一是建立适应实战需要的教育训练体系;二是创立适应学习型组织要求的教育训练机制;三是建设高质量的公安师资队伍;四是大力实施上海公安教育训练课程的创新;五是努力探索公安职前人才培养新模式,从而为上海公安教育训练的改革与创新提供有益的借鉴。
[Abstract]:China's entry into WTO and the construction of an international metropolis in Shanghai will bring about profound changes in social, economic, cultural, educational, and people's ideology and mode of thinking, and put forward new requirements for Shanghai's public security work and the construction of public security forces. The work of public security education and training is also facing serious challenges of reform and development. Under such circumstances, the Shanghai public security organs must implement the policy of strengthening the police through science and education, speed up the reform of public security education and training, and build a contingent of high-quality public security personnel. Therefore, the development of public security education and training in Shanghai should have a sense of urgency oriented towards modernization, facing the world and the future, the guiding ideology and operation mode of public security education and training. Teaching management and teaching methods must adapt to the needs of the development of the situation, in order to cultivate high-quality police application talents, whose morality, ability and knowledge structure are consistent with the characteristics of the times. Starting from the overall situation of Shanghai public security work and the construction of Shanghai public security team, this paper focuses on the problems faced by Shanghai public security education and training, and pays attention to drawing lessons from the successful experience of the professional training of the police at home and abroad. This paper explores and puts forward a series of tentative ideas for the reform of Shanghai public security education and training system, mechanism and methods, and tries to promote the overall development of Shanghai public security education and training work. This paper first analyzes the external environment of Shanghai's public security education and training, and studies the enormous influence of China's entry into WTO and Shanghai's construction of an international metropolis on Shanghai's public security work and the construction of public security forces. This paper expounds the important strategic position of the public security education and training work in Shanghai. Secondly, the internal environment analysis of Shanghai public security education and training is also deeply studied by means of questionnaire survey, investigation report, etc. This paper analyzes the problems existing in the current public security education and training work in Shanghai, and summarizes the inadaptability of the educational training concept, the educational training management system and the educational training work mechanism. The inadaptability in the setting of educational training standards, in the guarantee of educational and training resources, in the situation of educational and training teachers, and in the mode of public security education and training, In addition, this paper also pays attention to the successful experience of police training in the United States, Germany, Hong Kong and other countries (regions). On this basis, this paper puts forward the guiding ideology, objectives and concrete contents of the reform of public security education and training in Shanghai: first, to establish an educational and training system adapted to the needs of actual combat; second, to establish an educational and training mechanism adapted to the requirements of learning-oriented organizations; The third is to build a high-quality contingent of public security teachers; the fourth is to vigorously implement the innovation of the Shanghai public security education and training curriculum; and the fifth is to make efforts to explore a new model for the training of pre-service public security personnel. So as to provide useful reference for the reform and innovation of public security education and training in Shanghai.
