社会转型期流动人口犯罪问题探析

【摘要】: 改革开放的不断深化促进了社会的加速转型,社会转型则不断优化社会结构促进人财物的大流动。人的自由流动在促进我国城镇化的同时,也带来了一系列的社会治安问题,使流动人口违法犯罪现象激增。本文通过对社会转型期流动人口犯罪的历史回顾、现实现状剖析,分析了社会转型期流动人口犯罪的组织行为特征及产生原因,进而提出了防控流动人口犯罪的对策,从根本上解决流动人口犯罪问题。 本文研究紧密联系实际,在社会转型期反映主要社会问题之一的流动人口犯罪问题上,选取社会转型期流动人口犯罪的组织行为特点、产生原因、发展趋势及防控对策作为切入点,深化了现行流动人口犯罪研究中有待深化的问题。全文共分六部分: 一、社会转型期与犯罪。综述社会转型期的内涵及社会转型期的犯罪,,从而将流动人口犯罪置于社会转型期所有犯罪的总背景之下。 二、社会转型期流动人口犯罪的内涵及历史回顾。综述国内关于流动人口内涵的研究现状,说明本文对流动人口概念的界定,回顾流动人口的历史状况,分析了流动人口犯罪现状。 三、社会转型期流动人口犯罪的行为特征和组织特征。分别深入分析其行为和组织上的明显特征。 四、社会转型期流动人口犯罪的成因分析。从外部诱因和内部推力两方面分析流动人口犯罪的根本原因。 五、社会转型期流动人口犯罪的趋势分析。从主体结构、案件类型等方面分析了流动人口犯罪的发展趋势。 六、社会转型期流动人口犯罪的防控对策。本部分在对犯罪防控含义分析的基础上,从主体防控和社会防控两个层面提出流动人口犯罪行为控制的对策与途径。
[Abstract]:The deepening of reform and opening to the outside world has promoted the accelerated transformation of the society, and the social transformation has continuously optimized the social structure to promote the great flow of human property. While the free movement of human beings has promoted the urbanization of our country, it has also brought about a series of social security problems. This paper analyzes the characteristics and causes of the crimes committed by the floating population in the period of social transition by reviewing the history of the crimes committed by the floating population during the period of social transformation and analyzing the present situation. Then it puts forward the countermeasures of preventing and controlling the crime of floating population, and solves the problem of crime of floating population fundamentally. This paper studies the problem of floating population crime, which reflects one of the main social problems in the social transition period, and selects the organizational behavior characteristics of the floating population crime in the social transition period. As a starting point, the development trend and the countermeasures of prevention and control have deepened the problems that need to be deepened in the study of the crimes committed by the current floating population. The full text is divided into six parts:. First, the social transition period and crime. The connotation of the social transformation period and the crime in the social transition period are summarized, so that the floating population crime is placed under the general background of all the crimes in the social transition period. Second, the connotation and historical review of the crime of floating population in the period of social transformation. This paper summarizes the current situation of research on the connotation of floating population in China, explains the definition of the concept of floating population in this paper, and reviews the historical situation of floating population. The present situation of floating population crime is analyzed. Thirdly, the behavioral and organizational characteristics of the floating population in the period of social transformation. Fourth, the causes of the crime of the floating population in the period of social transformation, from the external inducement and the internal thrust of the two aspects of the basic causes of the crime of the floating population. Fifth, the trend analysis of floating population crime in the period of social transformation. The development trend of floating population crime is analyzed from the aspects of subject structure, case type and so on. Based on the analysis of the meaning of crime prevention and control, this part puts forward the countermeasures and approaches to the crime control of floating population from the two aspects of subject prevention and social control.
