地方政府管理创新中的户籍制度改革

【摘要】：户籍管理作为政府的一项重要社会管理职能，户籍管理制度作为一项涉及人民群众根本利益的重要管理制度，两者的改革和创新在整个行政体制改革中具有举足轻重的地位。对户籍制度改革的考察，可以使我们更好地理解中国各级地方政府的管理创新。本文通过对我国户籍制度的历史回顾和国际比较，系统分析了我国户籍制度改革的背景和动力，并重点对浙江省湖州市的户籍制度改革进行了案例研究，，试图提出一些有针对性的改革措施建议。文章首先简要回顾了我国现行户籍制度的历史渊源，特别是新中国户籍制度的形成和演变过程，并与美法日等国和我国台湾地区的户籍制度进行了比较，指出我国的户籍制度在许多方面都有相当鲜明的计划经济特征。接着，深入分析了户籍制度改革发展的背景趋势、现行户籍制度的主要弊端、深化改革的配套条件等三大方面，得出了加快户籍制度改革具有历史必然性、客观必要性和现实可行性的结论。文章重点对浙江省湖州市的户籍制度改革进行了案例分析，详细考察了当地改革的主要背景，实证分析了户籍制度改革对当地人口迁移和城市发展的影响，并得出了结论：户籍制度不是坚不可摧的堡垒，更不是捅不得的“马峰窝”。只要从当地经济社会发展的实践出发，因地制宜，适时适度，完全有可能实现改革与发展的良性互动。最后，针对湖州市的实际，提出了在下一步改革中，要建立城乡统一的户口登记管理制度，科学设置准入门槛，建立完备的人口管理系统，合理调配城镇资源，协调城乡发展，建立覆盖城乡的全社会保障体系等六大措施。
[Abstract]:As an important social management function of the government, the household registration management system is an important management system involving the fundamental interests of the people. The reform and innovation of both plays an important role in the reform of the whole administrative system. Through the historical review and international comparison of the household registration system in China, this paper systematically analyzes the background and motive force of the reform of the household registration system in China. This paper also makes a case study on the reform of Huzhou City's household registration system in Zhejiang Province, and tries to put forward some suggestions on the reform measures. Firstly, the article briefly reviews the historical origin of the current household registration system in China. In particular, the formation and evolution of the household registration system in New China are compared with those of the United States, France, Japan and Taiwan. It is pointed out that the household registration system of our country has quite distinct planned economy characteristics in many aspects. This paper deeply analyzes the background trend of the reform and development of the household registration system, the main drawbacks of the current household registration system, and the necessary conditions for deepening the reform, and draws a conclusion that speeding up the reform of the household registration system has historical inevitability. The article focuses on the Huzhou City of Zhejiang Province's household registration system reform case analysis, detailed investigation of the local reform of the main background, This paper empirically analyzes the impact of the reform of the household registration system on the local population migration and urban development, and draws a conclusion that the household registration system is not an impregnable fortress, let alone an impenetrable "Ma Feng's nest". As long as the practice of local economic and social development is taken into account, According to local conditions and appropriate timing, it is entirely possible to realize the positive interaction between reform and development. Finally, in view of the reality of Huzhou City, it is proposed that in the next step of the reform, we should establish a unified hukou registration management system for urban and rural areas, and scientifically set the entry threshold. It is necessary to establish a complete population management system, rationally allocate urban resources, coordinate the development of urban and rural areas, and establish a whole social security system covering urban and rural areas.
