【摘要】： 消防监督管理服务质量管理体系一般定义为：根据公安消防监督部门的实际情况，依据现代质量管理学的方法和手段，确定其消防工作的质量方针、质量目标、质量文件、质量形成过程的资源配置和质量测量、分析和改进机制等，从而形成的质量管理体系的框架结构。本文对消防监督管理服务质量管理进行分析、优化及体系构建，以及为消防监督管理服务质量管理体系的发展提供一些有价值的参考，，如其体系的构建提出相应的原则，识别并确认实现消防监督管理服务质量目标所需的过程和职责，且确定和提供消防监督管理必备的资源。本文分析了构建消防监督管理服务提供和实现的指标体系，对消防监督管理服务质量管理体系实施评价，及构建评价体系探索质量体系测量、分析、改进的方法，形成长效机制。最后，本文结合苏州公安消防部门自身情况，建立了苏州公安消防监督管理服务质量管理体系，确定了其消防工作的质量方针、质量目标、质量文件、质量形成过程的资源配置和质量测量、分析和改进机制。
[Abstract]:The quality management system of fire control supervision and management is generally defined as: according to the actual situation of public security fire control supervision departments and according to the methods and means of modern quality management, the quality policy, quality objectives and quality documents of fire control work are determined.The resource allocation and quality measurement in the process of quality formation, the analysis and improvement of the mechanism, and the frame structure of the quality management system are formed.This paper analyzes the quality management of fire control supervision and management service, optimizes and constructs the system, and provides some valuable references for the development of fire control supervision management service quality management system, such as putting forward the corresponding principles for the construction of fire control supervision management service quality management system.Identify and identify the processes and responsibilities required to achieve the quality objectives of fire supervision and management, and identify and provide the necessary resources for fire supervision and management.This paper analyses the index system of providing and realizing the fire control supervision and management service, evaluates the quality management system of fire control supervision management service, and explores the methods of measuring, analyzing and improving the quality system.To form a long-term mechanism.Finally, according to the situation of Suzhou public security fire control department, this paper establishes the quality management system of Suzhou public security fire control supervision and management, and determines the quality policy, quality objectives and quality documents of its fire control work.Resource allocation and quality measurement, analysis and improvement of quality formation process.
