“电子警务”下的警察行政管理

【摘要】：当前信息化建设中的一个普遍问题是重技术、轻管理 ,即在信息化建设的具体操作上以技术设备的配置为主 ,忽视了以管理理论、管理思想特别是管理方案的创新研究为支撑点。警察管理体制研究的新方向 ,包括新模式下的公安组织结构、警察人事管理、标准的电子警务业务流程设置等。为提高公安行政效率 ,迎接电子警务时代的到来 ,对“电子警务”下的警察行政管理体制的研究是一种必要和创新 ,是警察管理学科研究的新领域。
[Abstract]:At present, a general problem in the construction of information technology is to emphasize technology rather than management, that is to say, in the specific operation of information construction, the allocation of technical equipment is the main thing, but the theory of management is ignored.The management thought especially the innovation research of the management plan is the support point.The new research direction of police management system includes the public security organization structure under the new mode, the police personnel management, the standard electronic policing business flow setting and so on.In order to improve the administrative efficiency of public security and welcome the arrival of the era of electronic policing, it is necessary and innovative to study the police administrative management system under the "electronic policing", which is a new field of research on the subject of police management.
