当代中国社会转型与社会治安综合治理创新

【摘要】：以1978年中共十一届三中全会为起点，当代中国开始从传统社会向现代社会转型。25年来，伴随各项改革的深化和对外开放的扩大，中国在经济基础和上层建筑各个领域发生了一系列重大变革，各项变革对中国社会的经济、政治、道德、文化、法律等各个层面产生了极其深刻的影响。当前，中国社会已进入全面转型的加速期，正朝着现代化的目标大步迈进。建立于社会转型初期的社会治安综合治理体系，在维护中国社会治安稳定中发挥了重要作用，但其运行机制和管理模式仍然具有较为浓厚的计划经济色彩，明显滞后于社会转型的进程。突出表现在：管理原则与经济成份多元共存的格局不相适应；管理手段与政府、社会的二元结构不相适应，管理模式与身份制的逐渐松懈不相适应。随着社会转型全面加速，必然要求社会治安综合治理实现从传统模式向现代模式转变。中国社会转型，对社会治安综合治理的发展既带来难得的机遇，又带来严峻的挑战。从机遇来看，市场经济进一步加快发展，为推进社会治安综合治理奠定了物质基础；二元社会结构的初步形成及发展，为推进社会治安综合治理奠定了社会基础；社会主义法制的逐步完善和依法治国方略的实施，为推进社会治安综合治理奠定了法治基础。从挑战来看，社会矛盾急剧增多且错综复杂；社会控制功能明显弱化；社会失范现象日趋突出；社会安全面临着传统和非传统风险威胁；社会治安管理难度加大。可以说，在社会转型时期，推进社会治安综合治理，机遇与挑战并存，困难与希望同在。实现社会治安综合治理从传统模式向现代模式转变，关键是要以与时俱进的精神开拓创新。首先，要创新理念。摒弃以计划经济、权威政治和身份关系为特征的传统理念，树立以市场经济、民主政治和个人自由为特征的现代理念。其次，要创新思路。在社会转型过程中，大力推进社会治安综合治理市场化、社会化、法治化、信息化。再次，要创新机制。主要包括创新领导机制、责任机制、评估机制、激励制约机制和保障机制。通过创新理念、思路和机制，开创社会治安综合治理工作新局面，，营造安全稳定的社会环境，努力实现社会长治久安，促进经济社会协调发展，保障人民群众安居乐业。
[Abstract]:Starting from the third Plenary session of the Eleventh Central Committee of the Communist Party of China in 1978, contemporary China has begun to transform from a traditional society to a modern society. In the past 25 years, with the deepening of various reforms and the expansion of the opening up to the outside world,China has undergone a series of major changes in various fields of economic foundation and superstructure, which have had a profound impact on the economic, political, moral, cultural, legal and other aspects of Chinese society.At present, Chinese society has entered the accelerating period of overall transformation and is striding towards the goal of modernization.The comprehensive management system of social security, which was established in the early stage of social transformation, has played an important role in maintaining the stability of public order in China, but its operation mechanism and management mode still have a strong color of planned economy.Obviously lag behind the process of social transformation.The main achievements are as follows: the pattern of multiple coexistence of management principles and economic components is not suitable; the management means and the dual structure of government and society are not suitable; the management mode and identity system gradually slacken.With the overall acceleration of social transformation, it is necessary to transform the comprehensive management of social security from traditional mode to modern mode.China's social transformation brings both rare opportunities and severe challenges to the development of comprehensive management of social security.From the point of view of opportunity, the market economy further accelerates the development, which lays a material foundation for promoting the comprehensive management of social security, the initial formation and development of the dual social structure, and the establishment of the social foundation for the promotion of the comprehensive management of social security.The gradual improvement of the socialist legal system and the implementation of the general strategy of governing the country by law have laid the foundation of the rule of law for the promotion of comprehensive management of public order.From the point of view of the challenge, the social contradictions are increasing rapidly and complicated; the function of social control is obviously weakening; the phenomenon of social anomie is becoming more and more prominent; the social security is facing the traditional and non-traditional risk threats; the management of social security is becoming more difficult.It can be said that in the period of social transformation, opportunities and challenges coexist, difficulties and hopes coexist.The key to realize the transformation from the traditional mode to the modern mode is to blaze new trails and innovate with the spirit of keeping pace with the times.First of all, to innovate ideas.The traditional concept characterized by planned economy, authoritative politics and identity relationship should be abandoned, and the modern concept characterized by market economy, democratic politics and individual freedom should be established.Second, we should innovate ideas.In the process of social transformation, we should vigorously promote the marketization, socialization, rule of law and informatization of comprehensive management of public order.Thirdly, we should innovate the mechanism.It mainly includes innovative leadership mechanism, responsibility mechanism, evaluation mechanism, incentive and restriction mechanism and guarantee mechanism.Through innovating ideas, ideas and mechanisms, we can create a new situation in the comprehensive management of social security, create a safe and stable social environment, strive to realize the long-term stability of society, promote the coordinated development of economy and society, and ensure the people to live and work in peace and contentment.
