四川省乐山监狱青年警察培训工作案例研究

【摘要】:随着历史的发展、时代的进步,监狱警察的使命、责任和权力已经发生了很多变化,尤其是持续深入的司法体制改革,监狱管理工作日益面临着新的发展机遇和挑战,为了适应新时代职业化、专业化需求,监狱警察管理模式需要变革以满足新时代的新需求,,尤其是监狱警察训练方法和激励机制更需要进一步完善改进。监狱青年警察成为监狱工作的主体,青年警察在监管、改革、政治工作等各方面发挥了积极作用,所以根据新的管理模式和新环境,培训和激励机制应该做出相应的调整,以更好地满足年轻警察的发展需要。作者以四川省乐山监狱为研究对象,厘清监狱警察管理在监狱警察培训激励的实践探索中存在的问题,分析监狱青年警察的现状和自身发展需求,结合在培训和激励机制方面的经验,提出新的历史条件下青年警察培训和激励机制的构建和想法,创新培养和激发机制,引导青年警察的进一步发展。当前,在新形势下监狱青年警察工作的责任重大,强度高,工作条件差,工作生活封闭,没有规律等局限性,对监狱青年警察在主观能动性和积极性的发挥上起到负面作用,完善监狱青年警察的培训和激励机制已成为组织和人事工作的重要问题。本文通过对四川乐山监狱青年警察培训工作的具体实践和经验的梳理,客观总结评价提炼出如何构建一个科学、合理、有效的监狱青年警察培训模式的思考和建议,进而实现监狱管理队伍的职业化、年轻化和专业化,对构建监狱青年警察管理系统具有重要的借鉴意义和应用价值。
[Abstract]:With the development of history and the progress of the times, many changes have taken place in the mission, responsibility and power of the prison police. Especially, with the continuous and in-depth reform of the judicial system, prison management is increasingly facing new opportunities and challenges. In order to meet the needs of professionalization and specialization in the new era, the management mode of prison police needs to be changed to meet the new needs of the new era, especially the training method and incentive mechanism of prison police need to be further improved. Young prison police officers have become the main body of prison work, and young police officers have played an active role in supervision, reform, political work, and so on. Therefore, according to the new management model and new environment, the training and incentive mechanism should be adjusted accordingly. To better meet the development needs of young police. Taking Leshan Prison in Sichuan Province as the research object, the author clarifies the existing problems of prison police management in the practical exploration of prison police training and motivation, and analyzes the present situation and self-development needs of prison youth police. Based on the experience in training and incentive mechanism, this paper puts forward the construction and ideas of the training and incentive mechanism of young police under the new historical conditions, and innovates the training and stimulating mechanism to guide the further development of the young police. At present, in the new situation, the prison youth police work with great responsibility, high intensity, poor working conditions, closed working life, no rules and other limitations, which plays a negative role in the subjective initiative and enthusiasm of the prison youth police. Improving the training and incentive mechanism of young prison police has become an important issue in the organization and personnel work. By combing the concrete practice and experience of young police training in Leshan prison in Sichuan province, this paper summarizes and evaluates objectively how to construct a scientific, reasonable and effective training model for young prison police officers. Thus, the professionalization, rejuvenation and specialization of the prison management team are of great significance and application value for the construction of the prison youth police management system.
