【摘要】： 公安机关正规化作为公安机关“四化”建设的重要内容之一，已经是当代世界范围内警察建设的重要目标追求和发展战略。中国公安机关的正规化建设近年来虽然取得了可喜的成果，但公安工作和队伍建设中非正规化的问题仍然比较突出，相对于革命化、现代化和军事化而言进程较慢。面对二十一世纪的挑战，如何通过正规化建设来提高战斗力，不仅是中国公安机关今后自身建设的重大发展战略，也是公安理论界应该高度重视的研究课题。论文总结了半个世纪以来中国公安机关正规化建设的成效得失、经验教训，对公安机关正规化建设的内涵、意义、特点以及不同国家的经验进行了理论概述。在对我国机关正规化建设所取得的成效、存在的问题及其成因进行深入分析的基础上，重点阐述了我国公安机关正规化建设的目标、内容、原则、标准和实施途径，提出了“八个标准”、“六个统一” 的运作模式。
