【摘要】：渝中区公安分局从１９９７年９月起，抓紧做好刑侦工作改革的前期准备工作；１９９８年４月，试行《关于改革和加强刑侦工作的实施方案》，及时调整刑侦警力布局，规范理顺刑侦工作运行机制；２０００年初，撤销原来刑警队的建制，成立刑事警察支队，下设９个大队，从加强“所队结合”和发挥基层派出所“人熟、地熟、情况熟”的优势的角度出发，在各派出所设立刑侦队，，将刑侦警力向派出所延伸，新的刑侦体制正式建立。实行侦审一体化是刑侦工作发展的方向，但由于目前有关条件尚不成熟，仍采取保留预审科、侦审分离办案的方式，本着积极稳妥、分步实施的原则，将侦审合一的工作分为三个步骤：暂时保留预审部门；撤销分局预审科，将预审员合并到
