X市释解与社区服刑人员信息化管理研究

【摘要】：2011年5月，《中华人民共和国刑法修正案（八）》开始正式实施，标志着我国实施了八年的社区矫正试点工作正式上升为我国一项重要的刑罚制度，并在全国范围内贯彻执行。信息化建设，是提高管理效能的一项重要手段。随着安置帮教工作和社区矫正工作的全面开展，释解人员和社区服刑人员信息化管理的研究是一项急需解决的重要课题。本文从释解人员安置帮教工作和社区矫正工作管理信息化的基本特点和业务工作实践出发，根据社区矫正和安置帮教实际工作经验以及信息管理的相关理论，对X市释解人员和社区服刑人员信息化管理信息系统的应用进行了比较详细的需求分析与设计。探讨了信息化建设在社区矫正和安置帮教工作中的作用，归纳总结了信息化建设给社区矫正工作和安置帮教工作带来的新手段、新知识和新方法。本文是作者实践工作的理论升华，相信通过对释解人员和社区服刑人员信息化的全面深入研究，，对全国其他地区进一步提高安置帮教和社区矫正工作整体信息化管理水平，贯彻落实宽严相济的刑事政策，探索完善中国特色刑罚执行制度，降低刑罚执行成本、提高刑罚执行效率，有效预防和减少重新违法犯罪，维护社会和谐稳定具有重要参考和借鉴意义。
[Abstract]:In May 2011, the Criminal Law Amendment (8) of the people's Republic of China began to be formally implemented, marking that the pilot work of community correction in China, which had been implemented for eight years, had become an important penal system in China and carried out throughout the country. Information construction, is an important means to improve the efficiency of management. With the development of resettlement and community correction, the research on information management of interpretive personnel and community prisoners is an important subject that needs to be solved urgently. Based on the analysis of the basic characteristics and practice of information management in the field of personnel placement and community correction, according to the practical work experience of community correction and placement, as well as the theory of information management, The application of information management information system for interpretation personnel and community prisoners in X city is analyzed and designed in detail. This paper probes into the role of information construction in the work of community correction and placement, and sums up the new means, new knowledge and new methods brought by information construction to the work of community correction and placement of help and education. This paper is a theoretical sublimation of the author's practical work. It is believed that through the comprehensive and in-depth study of the informatization of the interpreters and community prisoners, the overall information management level of the resettlement, education and community correction work will be further improved in other parts of the country. To carry out the criminal policy of combining leniency with severity, to explore and improve the system of penalty enforcement with Chinese characteristics, to reduce the cost of penalty execution, to improve the efficiency of penalty enforcement, and to effectively prevent and reduce the re-offending of the law. Maintaining social harmony and stability has important reference and significance.
