转型社会中的社会治安综合治理体系改革

【摘要】：社会转型在给社会治安综合治理工作带来诸多发展机遇的同时,更意味着挑战。目前,我国社会治安综合治理工作体系的传统性主要表现在:计划经济色彩仍然较重、仍然以权威政治为组织保证、以身份制为运转前提。要实现社会治安综合治理工作的转型应当确立犯罪控制理念、政府责任理念以及开放、和谐理念。社会治安综合治理工作的“市场化、社会化、法制化、信息化”是其工作模式实现现代化转型的必然路径。
[Abstract]:Social transformation brings a lot of development opportunities and challenges to the comprehensive management of public security. At present, the traditional work system of comprehensive management of social security in our country is mainly manifested in: the planned economy is still heavy, the authoritative politics is still the organizational guarantee, and the identity system is the operating premise. In order to realize the transformation of the comprehensive management of social security, the concept of crime control, the concept of government responsibility and the idea of openness and harmony should be established. The "marketization, socialization, legalization and informatization" of the comprehensive management of social security is the inevitable way to realize the modernization transformation of its work mode.
